Hispanics have the highest poverty rate of Bostons racial minorities. Bostons Latino infant mortality rate is 9.8%, significantly higher than the overall city rate of 5.48. Latino immigrants are 100% below poverty level, 50% undocumented. Immigrants are from: Mexico, South/ Central America or the Caribbean. Boston is lowest-opportunity metropolitan area for Hispanic children in the US. Latina mothers in Boston gave birth to low birthweight babies vs. 8.7% citywide (Opportunity Agenda, 2015). 90% have limited English proficiency,75% are single moms. The Basic Needs: is where intervention begins. Parent Educators (PEs) work with mothers to identify unmet needs, create a service plan to stabilize the family, and make referrals for housing, food, medical care, etc. We screen children for developmental delays and mothers for depression, identifying those who need services. PEs accompany families to appointments, help them navigate the system, and connect them to resources. Once the family stabilizes, home visits focus on building mothers' skills.
