About This Cause
In the late 1980’s and early 1990’s much attention was being paid, internationally and within Canada, to the notion that child health outcomes and behavioural development were profoundly impacted by the socio-economic status of a child’s family. Factors such as income, education, employment, and housing were clearly linked to reductions in the quality of life for families, and in particular children, who faced these multiple challenges. Therefore, in 1989, the House of Commons unanimously passed an all-party resolution to end child poverty in Canada by the year 2000. In 1990, the United Nations held its World Summit for Children, with Canada acting as co-chair of the summit. Leaders from all participating nations made a commitment to improve the well-being of the world’s children through the World Declaration on the Survival, Protection and Development of Children including the development of a comprehensive set of goals with specific time frames attached to many of them. The Canadian government’s response to these international commitments was to develop the Child Development Initiative (CDI) in 1992 including the creation of the Community Action Program for Children (CAPC). Following the announcement of the Community Action Program for Children (CAPC), Health Canada (now the Public Health Agency of Canada) requested a proposal be submitted by a coalition consisting of Queens, Shelburne and Lunenburg Counties and in 1993 funding was received and a board of directors was formed. The South Shore Family Resource Association was incorporated in June 1994 and received charitable status in 2004. Mandate and Focus of CAPC CAPC was designed to provide long term funding to community partnerships and coalitions to deliver programs that address the health and development of children (0-6 years) who are living in conditions of risk. It recognizes that communities have the ability to identify and respond to the needs of families and it places a strong emphasis on partnerships and community capacity building. Across the country, CAPC projects have been, and continue to be, guided by a very clearly articulated set of guiding principles (updated in 2016): Children First o Children must be the primary consideration in CAPC programs. Strengthening and Support Families o All sectors of Canadian society share the responsibility for children by supporting parents as they raise their children. Equity and Accessibility o Children, regardless of culture and socio-economic status, are entitled to equal opportunities to develop to their full potential o Programs are free and program resources are used to address barriers to participation (transportation, childcare) Partnerships and Coalitions o Holistic support for children and their families can only be achieved through the combined effort of parents, families, communities, governments and service providers. Community-Based o The community is viewed as the focus for decision-making and action. o CAPC is driven by the principles of community development (social change and participation) Complementarity o The funding will be directed towards increasing access and addressing gaps in service delivery by building on existing structures and processes. Flexibility o In order to respond to the diversity of communities across Canada and the particular circumstances and changing needs of children and families, CAPC programs must be flexible. Evaluation o Programming will include an evaluation component to provide for the development of knowledge and expertise in community-based promotion, prevention and intervention programs for children and their families. The South Shore Family Resource Association In July 1995, the South Shore Family Resource Association was incorporated to assume the responsibility for the management of the CAP-C Project. The association has grown and has established partnerships with additional funders, therefore, expanding their programming abilities. The board includes representatives from each county and meets on a regular basis to develop policy and consider issues of funding and staff support. Currently, the Association has an Executive Director who is responsible for the overall operation of the association. Each County maintains a Site Coordinator/s responsible for the day-to-day operations of the centre/s. The SSFRA provides free programming to families in Lunenburg, Queens, and Shelburne counties. In April of 2014, the association took over the management of the Family Centre in Digby to provide family resource programming there. This programming varies from site to site; however, all programs must adhere to the goals set forth in the SSFRA’s Continuum of Programming. Most programming is delivered at one of the four main Family Resource Centers, but there are also outreach programs for families in more isolated areas. We currently have 63 outreach sites where we provide programming and/or special events for families throughout the year. The programs are well attended, and families continue to request additional services and opportunities. The majority of families served by the Family Resource Centers are young, often single-parent and have limited resources. Many are geographically or socially isolated. The work of the Association is supported by a highly skilled and dedicated group of staff and volunteers. Box 532, Shelburne, NS B0T 1W0 (902)875-3256 The South Shore Family Resource Association is a charitable, non-profit organization that has funding agreements with the federal government through the Brighter Futures Initiative – Community Action Program for Children-Public Health Agency of Canada, the provincial governments’ Department of Community Service, Prevention & Early Intervention Division for family resource component and for the Parenting Journey Home Visiting program. Additional funding for programs is accessed through the United Way in Lunenburg County, local community health boards, Loblaws community grants and we are a proud member of Feed Nova Scotia. The SSFRA has been offering free programming to all families in Lunenburg, Queens and Shelburne counties since 1993. The association manages The Family Centre centre in Digby (2014). The Association is supported by a Board of Directors with representatives from each county. The board meets regularly to provide oversight to the SSFRA operations by developing policies and supporting the Executive Director. The SSFRA’s Vision, Mission, Values and Goals provide a solid foundation for the ongoing development of the organization. The Association believes in a participant-driven, strengths-based model of program delivery. Programs are developed and delivered through the collaborative efforts of parents, program staff and partner agencies. Programs are designed to increase the opportunities for individuals, families and communities to access supports and services that foster resilience. Programming varies from site to site, all programs must adhere to the goals set forth in the SSFRA’s continuum of programming.
