Mission Statement
Our mission is to provide each and every child at risk with opportunities similar to those offered to children raised in normative homes, and by which to help them grow up in the best possible way and become functioning and contributing members of society. Yeladim is committed to these children’s mental and social development, to the protection of their rights and to caring for their advancement beyond the circles of adversity and violence. Yeladim – Fair Chance for Children operates in four main areas: • Initiation and operation of educational, rehabilitative, and therapeutic programs in nationwide residential care facilities in Israel. • Operating a unique court-appointed guardianship model for children that have been removed from their homes and have no family backing. • Running a program that combines housing and counselling aimed at supporting residential care graduates who have no family backing. • Lobbying for the rights of children and adolescents at risk as well as residential care graduates, who have no family backing.
About This Cause
A child is born. A child does not choose his or her parents or family. Sometimes, the hardships of a child’s life circumstances are so great that he or she cannot face them alone. There are 10,000 children and adolescents in Israel today who have been removed by welfare authorities from families in crisis — due to addictions, life-threatening illnesses, incarceration, abandonment, or the death of parents. These children, many of whom have endured long and harsh periods of neglect, abuse, and pain, live in residential care settings and foster families throughout Israel. While these settings provide ongoing support, the children still require professional, educational, and social guidance and mentoring tailored specifically to their needs. Yeladim – Fair Chance for Children, the Council for Children in Residential Care, and recipient of the Israeli Presidential Excellence Award, was established in 1986 as a non-profit organization aimed at supporting these children and adolescents during their childhood and adolescent years. Yeladim supports children and youth from all sectors in Israel who live in residential care or foster families by operating social, therapeutic, and educational programs. These programs are supported in part by the Israeli Ministries of Welfare and Education and rely heavily on donations from foundations, corporate partnerships, and private donors. Of the 10,000 children removed from their homes, about 1,500 have no family backing. These children lack a parental figure in their lives and do not have a home to visit during school breaks. Although all children in welfare residential care have been removed from broken homes, many still maintain some family contact and visit their families on weekends, school breaks, and holidays. In contrast, children without family backing either come from families that endanger their physical or mental health or have no family at all. We refer to them as "365-day children" - without our support, they remain in residential care every day of the year. Of these children, 600 require legal guardians who can care for both their physical wellbeing and property. Every year, hundreds of young adults complete their time in residential or foster care. Among them, approximately 450 have no family backing. When they turn 18, their eligibility for residential or foster care ends, and they must face the world alone, managing all aspects of adult life independently. Yeladim - Fair Chance for Children is a leading expert in this field in Israel. All of its professional programs were developed after years of research, and many have been adopted by the Israeli Ministry of Social Welfare & Services as models for other organizations. Yeladim’s programs support children and youth at risk throughout their life journey - from their first days in out-of-home placements through their transition into adulthood. In many cases, the bond between Yeladim staff and the children remains strong well into adulthood, serving as a source of advice, support, and emotional connection. True to its name, Yeladim - Fair Chance for Children offers children and youth at risk a real opportunity to heal, grow, and look toward the future - equipped with a toolbox of life skills to help them step into adulthood with confidence. All of Yeladim’s programs are designed to provide unique solutions to children without family backing - a group considered the most complex and vulnerable. These are the children "no one wants" - the ones left in the margins of society - who would not be facing such difficult challenges had they been born into normative families. The Dvora Fischer Legal Guardianship Program In this one-of-a-kind program, Yeladim serves as the legal guardian for minors' physical health and property. The program is staffed by experienced professionals, mainly social workers, who act as meaningful role models for children who have been abandoned, orphaned, or born to parents incapable of raising them. These social workers guide the children through every major life decision and ensure their rights and needs are met 24/7. The majority of the staff are women, as many of the girls in care have experienced sexual abuse and feel safer in female environments. NOAM – An Integrative Framework for Children with No Family Support This program connects children in residential care with no family backing to host families across Israel. These families regularly host the children on weekends, school breaks, and holidays, offering them a healing family experience and meaningful long-term support. In 2012, Yeladim received the Presidential Volunteer Medal for this program. The Young Adults Program This flagship program supports graduates of residential and foster care aged 18–26 who lack family backing. It includes: • Bridge to Independence • Mentors for Community-Based Support • Bridge to Education & Employment Center • Leadership Forum As part of this initiative, Yeladim rents apartments across Israel, providing these young adults with not only a place to live, but also guidance, life skills, and emotional support. The program helps participants navigate military or civil service, manage their finances, pursue higher education or vocational training, and integrate into the workforce. Professional mentors also offer therapeutic and emotional support. Educational Resource Centers This national program provides support for educational staff in residential care, with the goal of fostering life and social skills among at-risk youth. The program uses hands-on, multidisciplinary methods and includes an online education portal widely used by Israel’s informal education community. Parents as Partners In some cases, temporary removal from the home results from poverty or a lack of emotional and social resources. This program is based on the belief that family plays a critical role in a child’s life, and that most parents want what’s best for their children. The program fosters collaboration between the child’s parents, residential care staff, and local communities, aiming to preserve the parent-child relationship even during out-of-home placement.
