Mission Statement

The Norwegian Patient Organization for Gender Incongruence (POGI) is a patient organization for people with gender incongruence and their loved ones in Norway. PKI’s purpose is to work for comprehensive, responsible and accessible healthcare for everyone who experiences gender incongruence. Our goal is a health care system where everyone in need of gender affirming treatment are able to get the help they need, regardless of factors like non-binary identity, sexual practice or having other diagnosis. We want to work towards a decentralized healthcare service based on informed consent, respect and research.

About This Cause

Who are we for? POGI - is the largest patient organization in Norway with over 1051 members and just in 2021 we had an increase of 400 members. In 2023 - we are 1501 members and currently is the second largest LGBTQIA+ organization. PKI (POGI) is an organization by and for people with gender incongruence and their families, friends, partners and other loved ones. With the term “gender incongruence” we intend to include everyone with a gender identity that differs from the gender they were assigned at birth. It is important for our organization to be inclusive and to be working for everyone affected by gender incongruence, regardless of where you are in your process or which words you are choosing to describe your identity or situation. We want to specify that PKI is an organization for anyone experiencing gender incongruence (and their loved ones), regardless of whether you are a woman, a man or non-binary and whether you identify with “trans”, “transsexual” or as “born in the wrong body”. Political platform: Access to gender affirming treatment At the current time there is only one clinic in Norway responsible for offering gender affirming care, called Nasjonal Behandlingstjeneste for Transseksualisme (translation: National Treatment Service for Transsexualism, shortened to NBTS). The criteria needed to qualify for treatment at NBTS are very strict and not in line with international guidelines for treatment. The majority of people with gender dysphoria who apply for help through NBTS are denied treatment, and the waiting list for both assessment and treatment is irresponsibly long. The Norwegian Patient Organization for Gender Incongruence firmly believes that anyone who experiences gender dysphoria should receive responsible treatment within a reasonable time frame. The Norwegian Patient Organization for Gender Incongruence demands: Development of national guidelines for gender affirming treatment. That anyone all people with the capacity to give consent who are in need of gender affirming treatment is granted access to this regardless of factors like sexual identity and practice, non-binary identity, substance abuse problems, history of abuse or psychiatric diagnosis. That those with gender incongruence who, for whatever reason, are considered to have reduced capacity for consent are met with respect and offered individual assessment, and if deemed responsible; treatment. That migrants who have begun treatment in a different country will have the right to continue their treatment without a new assessment. That those who need surgeries that are currently not offered in Norway get treatment abroad financially covered (such as facial feminization surgery and certain types of bottom surgery). Organisational changes in the treatment system NBTS at Rikshospitalet in Oslo is currently the only place providing government funded gender confirming treatment. There is a growing group of health care personell outside of the hospital, who are sufficiently competent to be able to provide responsible treatment at a lower level. PKI believes that gender affirming treatment should happen at the lowest possible level of care, following the LEON-principle. This calls for a big change in the way the current treatment system is organized. The Norwegian Patient Organization for Gender Incongruence demands: Decentralisation of the treatment offer based on the principle of lowest effective level of care. That healthcare providers outside of NBTS are able to offer government funded gender affirming treatment A treatment offer based on a model of informed consent. The creation of an appellate/complaint system for everyone who is denied treatment. Establishment of scandinavian cooperation concerning surgery. Reimbursement and financiation Many people with gender incongruence experience a significant ease in their dysphoria through non-medical measures like penis- and breast prosthetics, chest binders, wigs or hair removal. For some, non-medical measures can be enough to relieve their dysphoria completely, while it for others is a necessary tool until they have access to surgery. PKI believes that non-medical measures should be covered by the state. The Norwegian Patient Organization for Gender Incongruence demands That people with gender dysphoria gain access to breast- and penis prosthetics, chest binders and other aids that relieve dysphoria. That everybody who experience dysphoria surrounding beard and hair growth receives financing for hair removal with laser and/or electrolysis treatment. Children and youth It can be very difficult for children with gender dysphoria to access the help they need in Norway today. Even though international research clearly states that puberty delaying treatment is reversible and safe, not all children with gender dysphoria are offered this in Norway. PKI believes that puberty delaying hormones are an important aid for children with gender incongruence in easing the psychological weight of having to go through the wrong puberty, and might help prevent the need for surgical intervention in the future. PKI also believes treatment of children and teens should rely on individual assessment rather than strict age limits. The Norwegian Patient Organization for Gender Incongruens demands: Access to puberty delaying medications for children with gender dysphoria. More and better access for parents/loved ones. Less strict age limits for hormone treatment. That children and teens without support from family are provided with the same access to treatment and help as those who do. Knowledge and research In Norway there is very little research on the living conditions and needs of people with gender incongruence, and what has been done often portrays a lack of respect, misgendering and a lack of user involvement. PKI believes there is a need for more research on people with gender incongruence and that all research should be done with ethical responsibility and respect. PKI also believes that other parts of the healthcare system needs more competence on gender dysphoria in order to able to care for this patient group as well. The Norwegian Patient Organization for Gender Incongruence demands: Active user participation in the development of services for the group as well as with research. More ethical research in areas that lack comprehensive research, such as non-binary people with gender dysphoria, and on those who detransition. Bettering of competence in all parts of the healthcare system. Compensation Up until 2016 many people with gender incongruence were sterilized against their will in order to be allowed to legally change their gender. This is a serious infringement and a human rights violation, and PKI believes that everyone who underwent forced sterilization should be offered compensation. Further on many with gender dysphoria were not accepted for treatment by NBTS for reasons that grossly violate with international guidelines on the field. Many of them had to receive their treatment privately. The Norwegian Patient Organization demands that: Everybody who were declined and had to get their treatment privately are given reimbursement for the expenses of their private treatment. Everybody who were sterilized in order to legally change their gender are given access to reimbursement/financial compensation. People who today have the diagnosis of F64.0 Transsexualism are given the opportunity of a new assessment and a change of the diagnosis to Gender Incongruence. Our organization has no employees and work on voluntarily basis, we regularly apply for funding for projects that would improve living conditions for people with gender incongruence each year. We organize events such as Trans Pride in Oslo, Bergen, Trondheim. Trans Awareness Week 13th - 20th November each year. Group sessions about gender identity Give lectures to psychologist, and health personell on how to meet trans people. Network and community building. As our members keep growing the more resources we need to have staff to sustainably and long term work with our projects.
