Business Outreach Center Network’s mission is to improve the economic prospects of traditionally underserved groups, with a focus on low- and moderate-income entrepreneurs and their communities, and thereby create genuinely brighter futures. Business Outreach Center Network Overview The Business Outreach Center (BOC) Network is a micro-enterprise/small business development organization with over a decade-long record of delivering customized business services at no cost to under-served entrepreneurs in New York City, Newark, NJ, and Westchester, NY as well as capacity-building services to organizations establishing and operating community and micro-enterprise development programs. Innovative and collaborative, BOC Network works to close the credit and technical-assistance gap that limits the growth potential and job-creation capacities of microentrepreneurs and small businesses—hard-working men and women who operate in isolation from the mainstream market and whose businesses are an important source of jobs in their largely minority and immigrant communities. By stimulating the growth of profitable enterprises, the BOC Network helps to recirculate capital through neighborhood economies and revitalize whole communities. BOC Network’s alliance of Business Outreach Centers (BOCs), in Brooklyn, Queens, Manhattan (with CMP), Staten Island (with West Brighton Community Local Development Corp), Newark, NJ (with Greater Newark Enterprises Corporation) and Bronx (with Start Small Think Big), connects local entrepreneurs to the Network’s comprehensive business assistance services, as well as financial, legal, and other resources. In the process, BOC successfully guides its entrepreneurs through the process of starting and developing their enterprises, providing follow-up and relevant support as they progress and their needs evolve. With great local knowledge of the communities they serve, individual BOCs are well positioned to provide local entrepreneurs with the guidance they need as they navigate the challenges of business ownership and management. BOC’s business counselors provide their clients with one-on-one needs assessment, business planning, marketing and management guidance, as well as access to resources through the BOC Network’s extensive linkages with the full spectrum of public and private sector resources. BOC Network also serves as a highly interactive forum for sharing technology and resources across community and cultural lines, enabling local entrepreneurs to familiarize themselves with the latest business practices, to forge meaningful links with mainstream services, markets, and mentors, and to gain access to new business-development opportunities. Programs Offered by the Business Outreach Center Network Following is a brief overview of the Microenterprise and Industrial Business Programs offered by BOC Network: MICROENTERPRISE DEVELOPMENT SERVICES BOC Network’s Child Care Business Development Program BOC’s Child Care Business Development Program is designed to helps childcare providers succeed in establishing a business that provides a living wage, stable employment, and high quality child care services. The project helps low-income women start and expand their businesses, gaining financial literacy, marketing, management and early childhood development skills through practical business training and operations assistance; business and marketing support; access to free legal and tax assistance; access to finance; and networking opportunities. The child care program offers two training courses – Child Care Means Business, the primary training course, teaches individuals how to run successful, licensed, home-based child care enterprises via a 12-week, 60-hour training program that meets twice weekly. This course is offered in English and Spanish throughout the year. Training hours provided by the child care program may be applied towards NY state mandated training hours in Principles of Childhood Development; Child Day Care Program Development; Safety & Security Procedures; Business Record Maintenance & Management; and Statutes & Regulations. The second course offered is called Caring for the Future. This program trains those individuals who are interested in a career as a child care worker (assistant) and/or teacher assistant in a licensed child care facility. BOC Network’s Women’s Business Center BOC Network’s Women’s Business Center helps socially and economically disadvantaged women start and grow successful businesses. The Women’s Business Center offers individualized counseling and customized training- ranging from those with little or no business backgrounds to business owners growing to the next level. Women's Business Center clients start businesses in such diverse sectors as fashion, food, manufacturing, technology, service, health, education, child care, and art. The Women’s Business Center provides one-on-one counseling in such topics as business plan development; market research strategies; analyzing cash flow and financial statements; individual credit counseling; in-depth financial counseling; access to finance; access to legal assistance; license and permit information; procurement assistance; and assistance with MWBE certification. Individual workshops offered by the Women’s Business Center focus on a diversity of topics that meet the needs of aspiring and active small business owners, including: Writing a Business Plan; Marketing Plan Basics; How to Apply For a Small Business Loan; The Art of Self Promotion; How to Read a Commercial Lease; How to Design Your Own Website; Green Incentives for Small Businesses; Tax Tips for the Self-Employed; Financial Planning for Business Owners; Insurance for Small Businesses; E-Commerce for Small Businesses; Home Office Organization; and Branding Your Business. BOC Network’s Refugee Microenterprise Development and IDA Programs Through primarily one-on-one counseling, BOC’s Refugee Microenterprise Development and IDA Programs helps refugees create self-employment and jobs opportunities for others, achieve financial literacy, integrate into the formal economic system, build assets and access loans. The program helps refugee business owners serve the specific needs of immigrant communities through clothing and food businesses as well as businesses in tutoring, cosmetology, barbershops, event planning, car services, home-based child care and more. Many of BOC’s refugee clients come to BOC for assistance in strengthening their existing microenterprises. BOC helps them formalize their legal structure, their internal financial procedures, and navigate city, state and federal government regulations and requirements. BOC’s counselors work closely with their refugee clients to discuss such core issues as marketing, financial management of their businesses, and cash flow analysis. If a refugee client requires a loan, BOC counselors will provide them with pre- and post-loan technical assistance. BOC counselors will also provide their refugee clients with in-depth financial counseling and help them open bank accounts, get credit cards, obtain business certificates, apply for licenses and file taxes. Additionally, BOC counselors may help their clients register for food stamps or medicaid. Workshops offered by BOC’s Refugee Program include such topics as How to Start and Finance your Business, Managing Debt and Credit, Tax Planning, the Road to Small Business Success, Basic Banking and others. BOC’s Refugee Microenterprise Development Program also facilitates access to microloans through BOC Capital Corp. and provides linkages to other sources of financing. BOC Refugee program staff are conversant in French, Spanish, Russian, Mandarin, Cantonese, Tibetan, Creole, Arabic and five African languages including Woloff and Fulani. BOC staff and consultants come from China, Mauritania, Russia, Uzbekistan, and Tibet. Most staff members are bi-lingual and bi-cultural, and are committed to facilitating the difficult integration process that they or their parents experienced. INDUSTRIAL BUSINESS SERVICES BOC Network’s Industrial Business Service Provider Services BOC Network’s Industrial Business Service Provider offers assistance to small and medium-sized industrial, manufacturing, transportation and construction firms in New York City, with a focus on supporting industrial businesses in Manhattan, Queens West, and Brooklyn East. BOC encourages the retention and development of industrial and manufacturing businesses and connects them with resources and opportunities to maximize their competitive advantage in the marketplace. BOC’s Industrial Business counselors provide a wide range of one-on-one technical assistance and specialized services to small and medium businesses in such topics as helping businesses access tax credits and incentives, develop their workforce, perform energy upgrades, obtain financing, find real estate, navigate government regulations, become M/WBE certified, and address physical infrastructure and maintenance issues. BOC’s Industrial Business counselors also provide industrial business with guidance and counseling on business expansion and relocation. Additionally, BOC’s Industrial Business team leads the Maspeth Industrial Business Association which convenes Maspeth-based business owners for meetings and forum on key business concerns in this underserved community. Additionally, BOC’s Industrial Business team hosts workshops and forums on such topics as Energy Tax incentives; on business-led transportation issues and concerns; OSHA safety requirements; and access to alternative financing.
