Mission Statement
The Coalition on AIDS in Passaic County (CAPCO) mission is to foster and support efforts throughout Bergen and Passaic Counties to improve the quality of life for people living with and affected by HIV Disease.
About This Cause
The Coalition on AIDS in Passaic County, Inc. (CAPCO) is an AIDS Service Organization (ASO) primarily serving persons living with HIV in Bergen and Passaic Counties, New Jersey. Seventy percent (70%) of the clients served by CAPCO reside in the Bergen-Passaic HIV epicenter of Paterson, with the smaller surrounding epicenters of Passaic, Hackensack, and Englewood also well-reflected in our client base. In order to best serve our clients, the CAPCO staff and Board shares many of the same demographics as our clients; the majority of staff and Board members are of a racial minority and several staff and Board members are living with HIV. Additionally, all staff are trained in cultural competency for service provision to a variety of communities. All CAPCO services are offered in both English and in Spanish. Several CAPCO staff and Board members additionally identify as LGBTQ. CAPCO has exemplified superior knowledge and understanding of the issues facing people living with HIV since our inception in 1985, and this is evidenced by the technical assistance and training we have offered to other providers on case management, biopsychosocial assessments, service coordination plans, motivational interviewing, treatment adherence, and other client-centered counseling strategies. Moreover, the Executive Director/CEO is the Lead HIV Trainer for Rutgers University and the New Jersey Department of Health – Division of HIV, STD and TB Services. CAPCO’s Case Management system is the backbone to our other available support services, prevention services, and financial assistance programs. As the lead HIV information hub in the Bergen and Passaic Counties, CAPCO receives referrals from agencies, hospitals, and other organizations throughout these counties. We are able to develop intervention plans in conjunction with other programs and provide a quick, often same-day turn around in conducting assessments, making necessary and appropriate referrals, and rendering decisions for all assistance programs. CAPCO’s strength comes from a Case Management Team approach that consists of all CAPCO staff. CAPCO has multiple strategies to recruit new and out-of-care clients. We have also secured multiple formal collaboration agreements that allow for easy access to CAPCO services and allow for CAPCO to deliver all of its services at the collaborator’s site. As part of Ryan White Part A funding, CAPCO provides Medical Case Management, Non-Medical Case Management, Housing Assistance, and a Psychosocial Support Group. CAPCO is funded by the Department of Housing and Urban Development (HUD) to provide five (5) Housing Opportunities for Persons with AIDS (HOPWA) programs. These services include Housing Case Management, Short Term Rent/Mortgage/Utility, Security & Permanency Planning, Nutritional Services, and Transportation Assistance. The New Jersey Department of Health - Division of HIV, STD and TB Services (NJDOH-DHSTS) funds CAPCO to deliver HIV prevention interventions to individuals throughout Bergen and Passaic Counties and for a Community Health Worker Program which links newly-diagnosed people living with HIV and those who have fallen out of care with proper services. CAPCO additionally operates a 340B Pharmacy which gives clients increased access to affordable medications through our contracted pharmacies. Lastly, there are a number of other programs that provide for the basic needs of our clients including access to hygiene, self-care, and medical supplies.
