Mission: As a membership association, we foster strong community development corporations and non-profit community organizations by enhancing their skills and advocating for resources and policies to create a just and inclusive Philadelphia. About This Cause
PACDC has filled a unique niche in Philadelphia since 1992 as a leading membership association of community-based organizations committed to equitable neighborhood revitalization and addressing the needs of low- and moderate-income income residents. We focus on: 1) improving community development programs and increasing resources for them; and 2) technical assistance, training, networking and information sharing to help our members do their work more effectively and to share the impact of that work with a wide audience. The community development corporations (CDCs) we support exist to stabilize and revitalize neighborhoods and meet the critical needs of residents. They create affordable housing to ensure families have a safe place to call home, they assist small businesses in creating jobs and access to goods and services, and they organize residents so that poverty isn’t powerlessness. This critical work improves the quality of residents’ lives, and the neighborhoods they live in. PACDC’s major area of impact has been to substantially increase the capacity and resources available to support the work of community development organizations in Philadelphia. Since 2015, we have either led, or been directly involved in, advocacy that won nearly $700 million in new local dollars for affordable housing and neighborhood economic development. The new resources and systems changes we have advocated for support low-income communities, people of color, and immigrants. Examples include creation of the Housing Trust Fund in 2005, the Philadelphia Land Bank in 2013, and inclusionary housing policies in 2018. Our policy advocacy work propels change. Our 2023 Equitable Development Policy Platform provides a roadmap for significant new funding, programs, and laws to improve conditions for underserved residents and neighborhoods. Our Community Development Leadership Institute and annual Equitable Development Conference have trained over 3,600 practitioners and neighborhood leaders in equitable and inclusive strategies for community and economic development. PACDC has strengthened over 200 community-based nonprofit organizations with training, one-on-one technical assistance, and operational and leadership capacity building, resulting in Philadelphia’s stance as a national leader in the CDC sector. Our 2020 Collective Strength report shows that Philadelphia CDCs have had a $5.4 billion impact on the Philadelphia economy over the last 28 years, and over $9 billion impact statewide. Together with our network of community-based member organizations, we act as a platform wherein marginalized resident voices are amplified through collective action and advocacy, to improve neighborhoods and lives.
