Mission Statement

UPAC is a non-profit 501 (c) (3) organization that provides health and human services to under-served Asian, Pacific Islander, Latino, Middle Eastern, East African, African American and other ethnic populations of San Diego. UPAC’s major areas of focus include: Adult & Older Adult Mental Health Child & Adolescent Mental Health Addiction, Treatment & Recovery Economic & Community Development Health Promotion & Disease Prevention Senior Nutrition & Education Our programs focus on assisting our clients in meeting a wide range of needs through a personalized approach which recognizes the diverse ethnic and cultural identity of children, youth, adults and families. UPAC’s culturally competent staff members speak over 31 different languages and dialects. Guiding clients every step of the way as they confront life’s challenges, UPAC is dedicated to improving their quality of life by building trust and achieving sustainable results.

About This Cause

UPAC programs and services focus on the Asian, Pacific Islander, Latino, East African and other ethnic residents of San Diego County. The multicultural staff, capable of providing services in over 30 different languages and dialects represent physicians, psychologists, social workers, nurses, marriage, family and child counselors, substance abuse and gambling addiction counselors, health promotion education, business and community development specialists. The agency serves low-income families and individuals in the County of San Diego. UPAC also operates two social enterprise program, the Neighborhood Enterprise Center that trains and employs at risk City Heights youth in culinary arts, catering and print shop design and management and Timmy's Place that provide training and employment for homeless youth ages 18-25 in the pizzeria and printshop. Our programs are funded by the government sector (federal, state, county and city), corporations, foundations, coordinating agencies, associations and individuals. ADULT MENTAL HEALTH SERVICES Adults and Older Adults receive mental health counseling, treatment and supportive services. Programs under the Adult Mental Health Services include: • AMH Counseling & Treatment Center • East Wind Clubhouse: Provides social, educational, vocational & community reintegration for clients recovering from mental health issues. • HOPE Connections: Offers adult, youth and family mental health support and referral services. • Elder Multicultural Access and Support Services (EMASS): Providing mental health services & prevention activities for older adults. • Positive Solutions: Outreach services to older adults. CHILD & ADOLESCENT MENTAL HEALTH (CMH) Children, adolescents and families receive mental health counseling, treatment and supportive services to help to reduce behavioral issues and/or adjustment problems, improve peer and family communication and improve school performance. Services are provided at the UPAC office or in select San Diego and North County Schools. Programs under the Children & Adolescent Mental Health Services include: • CMH Counseling & Treatment Center • Multicultural Community Counseling (MCC) Mental health services provided in client's home or requested location • Alliance for Community Empowerment (ACE) A partnership of community organizations working together to address the effects of community violence, strengthens & empowers families and provides grief support. •Multicultural Outreach & Safety Advocates for Improved Communities (MOSAIC) Provides counseling services, advocacy and legal assistance to children and families who have been exposed to domestic violence, stalking, dating violence and/or sexual assault. CHILDREN & YOUTH DEVELOPMENT After-school program located at Mason Elementary School in Mira Mesa, CA, where students are assisted with literacy and academics, arts & crafts, sports & cultural activities. • API High Risk Mentorship Program Assists Asian/Pacific Islander at-risk youth (ages 13 to 18) who are involved in gangs, at risk of gang-related activity, failing in school, or suffering from a wide-range of problems related to social competency. Academic tutoring, behavioral health counseling, career and vocational education, college campus field trips, and life skills development are provided to students in the Mira Mesa, City Heights, Linda Vista, and Paradise Hills neighborhoods. ADDICTION TREATMENT & RECOVERY SERVICES Alcohol and drug treatment and recovery services are provided to adults and adolescents (12-17) as well as problem gambling prevention services. SENIOR NUTRITION PROGRAM Ethnically appropriate, nutritious meals and nutrition education are provided to Pan Asian seniors at congregate meal sites in Southeast San Diego and Escondido. HEALTH PROMOTION SERVICES • Weaving an Islander Network for Cancer Awareness Research and Training (WINCART) UPAC participates in a collaboration of community-based organizations and researchers that conduct a smoking intervention cessation project in the Pacific Islander community. Data on tobacco usage is disseminated to the community to increase health and cancer prevention awareness. • Asian American Advancing Justice, Los Angeles (AAJC) Engage Asians and Pacific Islander organizations in advocacy efforts on health care reform, and conducts outreach and education regarding the Accountability Care Act. • Covered CA Certified Enrollment Entity ECONOMIC & COMMUNITY DEVELOPMENT UPAC’s Economic Development Programs focus on low to moderate income (LMI), limited English proficient (LEP) immigrant and refugee entrepreneur business development. Services include: • Financial and technical education and assistance • Identifying Financial Resources • Obtaining Permits and Licenses • Business Development & Education • Bookkeeping & Managing a Small Business • Marketing HOME OWNERSHIP, PRE & POST PURCHASE COUNSELING, FORECLOSURE PREVENTION Assistance is given to low to moderate income (LMI), limited English proficient (LEP) and other ethnically diverse individuals in: • Pre and Post Purchase Counseling • Foreclosure Mitigation Counseling • Foreclosure Prevention Counseling & Workshops • Rental Assistance • Subsidized Housing Assistance.
