Mission Statement

Our mission is to improve the lives of low and moderate income Texas families of color by building power through community organizing and civic engagement. We envision a Texas where low income families of color are civically engaged and their collective voices influence decision-making in our cities, counties and state, resulting in an increased quality of life and access to opportunity for all Texans.

About This Cause

The Texas Organizing Project Education Fund (TOPEF) was founded in December 2009 by a group of seasoned women community organizers, grassroots community leaders, and an Advisory Committee that includes renowned policy experts, union presidents, and progressive civic leaders from around the state. Since its founding, TOPEF has grown to one of the largest grassroots progressive organizations in the State of Texas. TOPEF works on the ground and in the neighborhoods of the emerging population of Texas. Our work, concentrated in the state’s largest and fastest growing counties of Harris, Dallas, and Bexar, has consistently targeted low-propensity voters each year and has worked with them to see the impact of civic engagement and community organizing. These counties are where the majority of infrequent voters of color live, and where we have the greatest ability to advance progressive policies that, when implemented, will have a positive impact on millions of people.
