The Oakland Community Land Trust is dedicated to removing land, housing, and other critical community serving real estate assets from the speculative market and holding them in trust with, and for the permanent benefit of, low-income residents of Oakland, California.

About This Cause

The Oakland Community Land Trust (OakCLT) is part of an ongoing movement that emerged out of the civil rights struggles of the 1960s in the American South—a movement that sought to provide secure access to land for people historically denied that privilege. Our work continues in this tradition, and is carried out through our three core operational values. Our first core value is something we refer to as stewardship. For OakCLT, stewardship is an active and intentional ethic that embodies our long-term orientation and commitment to land use reform, housing sustainability, and resident-driven community development. In practice, OakCLT is a steward of: LAND so that it permanently serves a community-defined purpose; PUBLIC SUBSIDY invested in OakCLT housing so that it serves generation upon generation, and is not diminished upon resale; QUALITY, HEALTHY HOUSING so that families can live and build equity in safe, health-promoting environments; and RESIDENT LEADERSHIP among a growing body of CLT families that enacts our shared mission and vision for the permanent community control of land and housing. Second, we believe in the community control of land and housing. OakCLT removes real estate from the speculative market and holds it in trust with the purpose of serving low-income residents forever. Further, we employ a governance structure that guarantees both the beneficiaries of our programs and their neighbors have an equitable seat at our decision making table. OakCLT’s organizational bylaws were written to ensure that a diverse array of community interests are represented on our board of directors, which include a key provision that at least one-third of the directors must be low-income residents. Finally, we believe in permanent affordability. The housing created and stewarded by OakCLT—whether ownership or cooperative rental—will be affordable to low-income residents in perpetuity. We achieve this by retaining ownership of the land underneath the housing we develop, which ensures that the full costs of a property are not passed on to a household. Through this mechanism, we strike a balance between the needs of individual residents and families to live in a stable and supportive environment with the broader community goal of ensuring that affordable housing will exist for future generations. OakCLT residents agree that when they decide to move on to another housing situation, they will extend the same benefit they received to another low-income individual or family; this principle is enacted through a long-term ground lease between the CLT and its partner residents.
