Mission Statement
The disAbility Law Center of Virginia's mission is to advance independence, choice and self-determination; protect legal, human and civil rights; and eliminate abuse, neglect and discrimination of people with disabilities through zealous and uncompromising legal advocacy and representation. The disAbility Law Center of Virginia is the designated Protection and Advocacy organization for Virginians with disabilities. Formerly a government agency, we transitioned to a fully independent private nonprofit organization in 2013. While many organizations work to support people with disabilities, only protection and advocacy agencies (P&As) are federally mandated to protect the basic human rights of people with disabilities. Our services include information and referral, legal representation, technical assistance, short-term assistance, systemic advocacy, monitoring and training for Virginians in need. Our services are provided free of charge. dLCV is registered with the Internal Revenue Service as a 501(c)3, which makes your donation tax-deductible. About This Cause
During the 2012 session of the Virginia General Assembly, the legislature passed and the governor signed a bill calling for the transition of the Virginia Office for Protection and Advocacy to transition out of state government to a private nonprofit organization, no later than January 1, 2014. The VOPA Board supervised the transition, creating the disAbility Law Center of Virginia. The dLCV became the state's designated protection and advocacy system on October 1, 2013. We've had many successes large and small since our inception as a nonprofit. The majority of our time and talents are dedicated to direct client services. From supportive employment, to assistive technology, physical structures (ramps, elevators), and ensuring social security beneficiaries have their funds appropriately handled by representative payees, we do it all! You can read more about our client success stories here: https://www.dlcv.org/category/success-stories We also advocate for systemic changes that support people with disabilities within the general assembly of Virginia. We educate policymakers on how their decisions impact our community, as well as keeping the public informed of relevant legislature. You can read more about our legislative work here: https://www.dlcv.org/category/legislative-highlights We provide tons of resources, information and referral to the community as well. Every year, we host a free educational summit that is open to all attendees, where they can learn more about specific disability rights issues (medical waivers, IEPs, vocational transition services, ADA accommodations). In 2021, dLCV provided educational employment training material to 225 individuals with disabilities from 15 Employment Service Organizations (ESO) across the state. In 2021, reviewed and ranked over 22,000 serious incident reports, 5,000 of which involved COVID-19. In 2021, dLCV: conducted 54 monitoring visits in adult living facilities and 19 accessibility surveys at state-licensed nursing homes, assisted living facilities, and intermediate care facilities for individuals with intellectual disabilities. dLCV determined accessibility compliance in: voting throughout 2021. We visited 75 voter registrar offices, and sent informational fact sheets to all 133 voter registrar offices in the Commonwealth of Virginia. In 2021, dLCV initiated 104 Representative Payee reviews and spent 106 hours providing information and referrals to Social Security beneficiaries with Representative Payees.
