About This Cause

Introduction: The Global Center on Cooperative Security (Global Center) is an independent, nonpartisan, not-for-profit institute that works to achieve lasting security by advancing inclusive, human-rights based policies, partnerships, and practices to address the root causes of violent extremism. We realize our mission through research, policy analysis, and context-sensitive capacity development programming related to financial integrity and inclusion, multilateral security policy, and improvements in access to justice and the rule of law. We have delivered over 250 projects in more than 50 countries, working with thousands of government, private sector, and civil society partners. The Global Center has an unparalleled reputation for serving as a critical partner to governments and multilateral institutions like the United Nations, maintaining rich networks in the places where we work, and consistently delivering excellence. Our significant growth over the last 18 years and a nearly unheard-of donor reinvestment rate of 97% are testaments to this reputation. An independent, non-profit organization with 501c3 status in the U.S., we have offices in New York, Washington DC, Nairobi, London, Paris, and Tunis, 20+ full-time staff members, and a global network of expert practitioners. We have programs across Africa, Asia, the Middle East, and Latin America. Why we exist: As military interventions intensified in the aftermath of September 11th, the Global Center was established in 2004 to build support for non-violent solutions to stem violent extremism. Traditional approaches to combating violent extremism have too often failed to address its root causes, such as systemic inequality, corruption, and breakdowns in state-society relations. Abusive, heavy-handed, and violent state responses routinely do more to drive these tensions than to alleviate them, and violent extremists capitalize on legitimate grievances and fragile social systems to recruit citizens to their cause. They have also largely been reactive rather than preventive, failing to confront structural drivers. The Global Center was born out of a recognition that addressing violent extremism requires innovative approaches that are equitable, non-violent, and shaped by those who are most affected by conflict and injustice. Since our founding, we have remained steadfast in this approach. How we work: The Global Center’s work focuses on four mutually reinforcing objectives: • Supporting communities in addressing the drivers of conflict and violent extremism. • Advancing human rights and access to justice to prevent and respond to violent extremism. • Combating illicit finance and inequitable financial systems that enable criminal and violent extremist organizations. • Promoting multilateral cooperation and human rights-based standards in global security policymaking. We support communities to develop localized solutions to violent extremism through our capacity development and grantmaking program. Over the last six years alone, we provided $5M+ USD to support more than 100 initiatives across Africa, Asia, and the Middle East. This includes a project to connect youth-led community organizations from Kenya and Nigeria to conduct peer-to-peer trainings on effective strategies to resist al-Shabaab and Boko Haram recruitment (respectively), resulting in strong local and national youth-led networks that remain intact. We provided funding for young leaders to design and execute their own local peacebuilding or violence prevention intervention, which for most was the first time they had received any donor funding. We mobilize experts around the world to train thousands of police, prosecutors, judges, and corrections officials to improve governance and the rule of law in order to more effectively counter terrorism and serve the needs of affected communities. For instance, we collaborated with judicial actors in the Sahel to develop guidelines on handling terrorism cases. Through this engagement, the chief justices of supreme courts of Burkina Faso, Chad, Mali, Mauritania, Niger, and Senegal unanimously adopted recommendations in 2018 that brought their treatment of terrorist cases in line with international legal standards. We lead the charge in amplifying civil society participation and influence and in protecting human rights within efforts to counter violent extremism and terrorism at the national, regional, and international levels. We have a unique reputation as a strong defender of human rights and trusted expert on international security matters. This allows us to credibly influence governments and multilateral institutions while working in tandem to strengthen the capacities and bolster the engagement of local communities and grassroots actors. In this sense, we serve as a bridge between policy and practice. Why We Matter Now: With this year marking the twentieth anniversary of the September 11th attacks, the mission of the Global Center has never been more urgent. Violent extremist attacks and recruitment continue to rise in much of the world, and the pandemic is exacerbating many of the root causes of violence and conflict. Repressive governments have exploited the public health crisis to curb basic freedoms, invoking extraordinary powers that enable them to act without proper accountability. New technologies are proliferating to support emergency responses, but they perpetuate enormous power asymmetries that favor those who control information. Such responses are highly discriminatory as securitization and surveillance tactics are used disproportionately against racial, religious, and ethnic minority groups. If unmitigated, these developments foreshadow increased instability across the world. Such realities require the very human security-centric innovation and collaboration that the Global Center has long championed—but we cannot do it alone. As one of the most trusted partners in the field of preventing violence, our work in more than 50 countries has helped save lives and transform communities. Yet the rapidly evolving dynamics around us demand we redouble and expand our efforts. We seek partners who share our vision for a more just and secure world. Together, we will more effectively address the drivers of extremist violence, protect human rights, build equitable financial systems, and propel inclusive security policies.
