About This Cause

Since 2000, the Partnership for Transparency (PTF) has assisted over 160 civil society organizations (CSOs) in 54 developing countries to combat corruption through locally-led initiatives that mobilize citizens to engage with authorities. PTF pairs the its network of international development professionals with knowledge of local leaders to design, implement, and share the lessons from these initiatives. While prolonged donor efforts to promote governance reform have met with mixed success, PTF has demonstrated that modest technical and financial support to citizen organizations fighting corruption can be successful in making public agencies more honest and accountable. PTF now seeks to scale up this initiative substantially, building on the lessons learned, and transform pilot initiatives in selected countries into a major program with the momentum to achieve self-sustaining change capable of overcoming the most critical constraint to achieving the post 2015 millennium goals for social and economic development. Background of PTF’s analysis and experience: 1. The problem: Corruption and unaccountable government are critical obstacles to overcoming poverty. Nearly US$6 trillion was estimated to have been misappropriated in poor countries between 2001 and 2010 (more than 5 times all official aid). A recent global survey reveals that 1 in 4 people reported paying a bribe when interacting with public institutions and most people say that corruption is increasing. Governments generally make only half-hearted efforts to curb the problem; the reforms are limited and generally not sustained. Corruption in the provision of basic public services hurts the poor and the vulnerable hardest. 2. Opportunity: With new ways for citizens to fight corruption PTF has established a path-breaking program to support CSOs willing to fight corruption and promote government accountability. Without clear champions or impetus, governance reforms all too often fail if just urged by external aid agencies. Hence PTF identifies and supports local CSOs who can provide that impetus. These groups have designed and implemented a series of innovations for engaging directly with public agencies to expose and stop well-identified corrupt activities. They tackle corrupt procurement and contracting, pilfering of public resources and extortion and bribery in the delivery of public services. They also campaign for the enactment and strict application of laws that help to limit corruption and the reinforcement of a government’s oversight agencies. The greatest success comes when citizens groups work closely with reformers in public office. This can be hard to initiate because the culture, ways of working and even the language used by leaders of civil society and business, senior officials and parliamentarians greatly differ. PTF has evolved a niche in fostering ‘constructive engagement’ to help achieve this synergy. This niche owes greatly to the technical support PTF is able to give to its partners, thanks to its large reservoir of highly experienced specialists, mostly recently retired from official aid agencies, governments, the private sector and NGOs, who freely volunteer their time. As a consequence, PTF can draw on exceptional skills. In this way, PTF has established a unique and highly cost-effective business model that has been tried and tested over almost 20 years. 3. Evidence of Success: PTF has supported over 220 partners in a diverse range of actions and countries. This experience demonstrates the merit of fostering constructive engagement to tackle corruption, overcoming the usual ‘silos’ of state and citizen actions. The evaluations for three major funders (UK DFID, United Nations Development Program and the World Bank) attest to this. PTF’s founder has authored a book (Citizens Against Corruption: Report from the Front Line, P. Landell-Mills, PTF and Matador, 2013) documenting the innovative work of PTF’s partners and drawing out key lessons of experience. More than 85% of the projects realized their objectives. PTF’s affiliates (PTF e.V., in Munich, Germany; PTF Asia, in Manila, Philippines; PTF India, in Delhi, India; and PTF Africa, in Cape Town, South Africa) promote the mission and goals shared with PTF by mobilizing programs involving civil society organizations in developing countries that enhance service delivery, strengthen transparency and good governance.
