Mission Statement
CTAP's mission is to advance the development, understanding, and adoption of transparent public policy. We do this by creating systems that make public policies and processes more transparent, by creating spaces that foster public participation and understanding, and by developing working public policies that model these ideals of transparency.
About This Cause
The Center for Transparent Analysis and Policy (CTAP) is a 501(c)(3) non-profit organization based in Portland, Oregon, dedicated to improving public policy and to improving the processes by which public policy is created and implemented. The focal point of our work is public education in Portland, Oregon. Our work revolves around improving the public's understanding of (and participation in) local education policy, developing more transparent processes for creating education policy, and developing more transparent policies themselves. Our efforts strive to improve public education in Portland while modelling our ideals of transparent, accessible, and effective public policy. We plan to extend our successes here in Portland to other communities and other policy domains in the future. CTAP leads by example, identifying systemic problems and creating solutions that demonstrate our ideals of openness, transparency, and accountability. Our first project, SunshinePPS, is a community-cultivated online library and meeting place dedicated to Portland's public schools. Our goal with SunshinePPS is to create an environment that nurtures advocacy for more effective and equitable public schools. Public schools struggle with issues that continue decade after decade, and the status quo is to excuse them as unavoidable or "unintended consequences". We are working to change that status quo.
