Mission Statement

ICS is Oregon's only independent nonprofit law firm providing legal services to immigrant communities through three major programs: 1) Anti-Trafficking, Oregon's sole provider of social services for foreign-born survivors of human trafficking; 2) Unaccompanied Minors in removal proceedings under the age of 18, including legal services for unaccompanied, undocumented children detained in secure detention, shelters and foster care facilities in Portland, Oregon, and 3) Legal Representation for low income individuals with cases involving family unification, protection from persecution, victims of crimes and domestic violence, and deportation defense.

About This Cause

Immigration Counseling Service (ICS) is Oregon's only independent nonprofit law firm providing low cost legal services to immigrants, unaccompanied minors, and victims of human trafficking. ICS has provided services to thousands of individuals in Oregon and Southwest Washington for 40 years. ICS offers the following services: Anti-Trafficking Comprehensive Services - ICS, through a contract with United States Committee on Refugees and Immigrants (USCRI), is Oregon's only full time program providing social services advocacy, case management, and referral services to foreign-born trafficking survivors. Children - ICS, through a grant from the Vera Institute of Justice, is Oregon's only program representing children under the age of 18 who are in detention. ICS also provides free consultations to undocumented children in removal proceedings who have been released to a sponsor in Oregon yet have no resources to hire a private attorney. LGBTQ clients - For several years, through a grant from the Pride Foundation, ICS has offered a safe space for LGBTQ clients seeking legal assistance for themselves, their families and loved ones. Rural Immigrants. ICS has an office in Hood River, Oregon, serving members of the Columbia River Gorge communities, and beyond. Through a monthly "mobile clinic" ICS is reaching immigrants east of the Cascades, where there are no nonprofit legal services and few attorneys. In addition to serving DACA and TPS clients, ICS also provides critical legal services, such as: Deportation Defense - ICS helps defend non-citizens facing deportation or removal. Family Unification - ICS helps families stay together. We assist United States citizens and lawful permanent residents in obtaining legal status for their families. Protection from Persecution - ICS helps asylees and refugees fleeing violence in the Middle East, Eastern Europe, Asia, Africa and Central America. U and T Visas - ICS assists victims of serious crimes, including human trafficking, gain legal status. Victims of Domestic Violence - ICS helps obtain legal status for victims of domestic status.
