Mission Statement

Call to Safety (formerly Portland Women’s Crisis Line, or PWCL) was the first dedicated sexual assault resource in Portland -- created by survivors for survivors -- in 1973 operating as the Rape Relief Hotline. Our founders are still engaged with the organization as active donors of their time and resources. Call to Safety believes that everyone deserves a life free of domestic and sexual violence. We have spent 45 years providing our core services: a crisis line for survivors and those who care about them, sexual assault advocacy and support groups, and community education. Call to Safety’s mission is to end domestic and sexual violence through confidential support services and education to empower our community. As a dual agency, we provide individualized services to survivors of both domestic and sexual violence. As a grassroots organization, Call to Safety provides direct services, and is committed to social justice.

About This Cause

Domestic and sexual violence affects people of any gender, and it can happen to anyone; they are complex issues, often with persistent generational cycles. Interpersonal violence is prevalent in our communities and affects all people, regardless of age, culture, sexual identity, ability, race, ethnicity, religion, or socioeconomic status. Many survivors must prioritize between competing needs like healthcare, housing, legal services, and their personal safety. One survivor shared with us that, “It feels awesome [to call the crisis line]. It’s like a helping hand, or a bright light in the dark. I remember… I was sitting outside on a break from work. I was in a place of confusion and mixed emotions. When I called, I felt as if there was an arm I wanted around my shoulders. It was like someone was finally there to hear me. And it was way more than hearing me. It was that I felt validated and that my advocate was there to be by my side for as long as it took. She was just there as if we had all the time in the world. She just held that space so wonderfully. She was so present.” Call to Safety exists as a hub for other domestic and sexual violence providers operating as the primary crisis line in Portland, answering over 32,000 calls annually from local, statewide, and national callers. Our Crisis Line Specialists are leading the domestic and sexual violence system in safety planning, resource management, and advocacy. The crisis line is often the first call a survivor makes when they are contemplating leaving, ready to leave, or have left an abusive situation. We recognize the essential role of Call to Safety in the community and continue to prioritize and sustain these services. As the primary domestic and sexual violence crisis line and sexual assault response system in Multnomah County, we provide critical services our community has come to rely upon. These vital services include the crisis line, support groups, and sexaul assault hospital response which have been offered by our agency since our inception.
