About This Cause

Overview of One Treasure Island The mission of One Treasure Island (formerly called the Treasure Island Homeless Development Initiative) is to create a vibrant, inclusive community on Treasure Island, a former Navy Base located in the middle of San Francisco Bay. We provide pathways for economic advancement for lower-income San Franciscans, including those who have experienced homelessness. And we achieve this through affordable housing, jobs, community building, and advocacy. The process for transforming a decommissioned military base to civilian re-use required that the re-use plan consider the needs of homeless people. In 1994, ONE TI led the development of this plan, which was adopted by the City & County of San Francisco and approved by HUD in 1996, establishing a legally binding agreement that includes multi-bedroom housing units, economic development opportunities, and at least 25% of all new permanent jobs on Treasure Island to be filled by homeless and low income San Franciscans. Since 1997, ONE TI and its members have been implementing the plan, strengthening the supportive community and providing resources for youth and adults to exit homelessness and break the cycle of poverty. To date, ONE TI and its members have renovated and occupied a total of 250 housing units. Over 7,000 homeless, formerly homeless and very low income San Franciscans have so far been served through affordable housing, essential support services, jobs and economic development opportunities that employ and train low income job seekers. ONE TI’s leadership in developing community supports for this new neighborhood have included: renovation of the childcare center, development of a family support center, increased public transportation, operation of a community center, securing resources for after-school and summer programs for youth, operation of a neighborhood food pantry, renovation of the island gymnasium, and establishment of recreation programs for all island residents. ONE TI member agencies that currently provide housing are: Catholic Charities, Community Housing Partnership, HealthRight 360 and Swords to Plowshares. ONE TI serves hundreds of additional low income and disabled island residents, and its member agencies also include Rubicon Programs (landscape maintenance job training & employment), and Toolworks (janitorial job training for people with disabilities). ONE TI is a significant stakeholder in the future development of the island. After the island’s infrastructure is improved for seismic safety, utilities updated and improved & new roads put in, 8,000 housing units, over 2,000 of which are for affordable housing, will be developed over a 15 year period on Treasure Island. Working closely with the City’s Treasure Island Development Authority, we provide technical expertise & support for the affordable housing plan. This includes preparing financials, identifying funding and securing proper land use documentation needed by funders. ONE TI is also working with San Francisco’s CityBuild program to assist island construction contractors satisfy their 25% economically-disadvantaged hiring goal for construction jobs and is the one stop to assist island employers meet their hiring goals for permanent jobs. The Development Plan for Treasure Island, which included an updated homeless assistance and community benefits agreement, was unanimously approved by the San Francisco Board of Supervisors in June 2011. ONE TI is leading the way to achieve the goal of creating a socio-economically diverse and integrated community in this new San Francisco neighborhood. Current ONE TI Programs & Activities In addition to affordable housing development work, ONE TI also provides direct services using an Integrated Programs model. These services include the following core services and programs: 1) weekly food pantry; 2) computer lab and drop-in center; 3) economic self-sufficiency program; 4) construction job & job broker program 5) youth program coordination & 6) island community center. ONE TI’s Food Pantry program: This program is ongoing and has been operational since September 2000. Food is distributed once a week at our community center, in a partnership between ONE TI and the SF Food Bank neighborhood pantry program. Nutritional & health information is often distributed along with providing healthy cooking classes and information. Computer Lab and Drop in Center: Also located at our community center, the Computer Lab is located in our Business Assistance Center (BAC). Residents & clients drop in and use computers to set up email accounts, get help with resumes and cover letters, and conduct job searches. We also teach basic computer classes to bridge the digital divide and assist clients in becoming more comfortable with contemporary technology. Economic Self Sufficiency Program (ESSP): The ESSP hosts workshops and provides one on one financial coaching on budgeting, money management, banking options, and credit repair. The ESSP has assisted hundreds of low income people to open bank accounts, understand credit and how to read credit reports, repay debt and rebuild credit histories. The ESSP is also a free tax preparation site, assisting low income residents and workers in their annual tax filing and supporting on going savings. ONE TI Job Broker Program: One TI assists Island employers in meeting their requirements to hire 25% of low income San Franciscans in entry level jobs created on Treasure Island. Working with a city wide network of community based organizations, ONE TI recruits, screens and refers candidates to open positions ONE TI Construction Jobs Program: to assist construction contractors in meeting their 25% hiring goals ONE TI is recruiting and providing barrier removal to help low income job seekers enter the construction trades. We also provide a 7 week construction training program that leads to direct entry to the union and job placement. Youth Programming Coordination & Events: As indicated in the Overview above, ONE TI has played an important convening role to develop community resources on Treasure Island. ONE TI continues to play this role, organizing youth service providers and community organizations on the island to maximize resources, identify gaps in services and foster collaboration to support at risk youth. Operation of Island Community Center: ONE TI manages the only island community center. The Center provides space for our direct services, the computer lab, workshops, the weekly food pantry, program graduations and many community meeting and events.
