About This Cause
For more than 57 years, Community Action Partnership of San Bernardino County (CAPSBC) has thrived in becoming the premier social services agency that eliminates the effects of poverty in San Bernardino County. The agency was established after signing of the Economic Opportunity Act of 1964 by President Johnson. It is one of the 1,000 Community Action Agencies (CAAs) nationwide dedicated to helping low-income individuals and families become stable and self-reliant. CAPSBC is charged with serving over 800,000 low-income individuals, elderly, homeless and disadvantaged residents of San Bernardino County each year. CAPSBC delivers services to 78 San Bernardino County cities and communities. CAPSBC, as one of the largest non-profit human services agencies in San Bernardino County, is a leader in providing resources and opportunities to low-income individuals and families to improve their lives, contribute to their communities and offer a return on investment for our communities, cities and county. CAPSBC provides the following programs: 1) The Family Development Program (FDP) Provides emergency assistance to needy families and individuals to include rental assistance, motel vouchers, food vouchers, bus passes, gas cards, information and referral, etc. FDP operates an 8-unit transitional housing program called Obershaw House to assist homeless families, and a Mobile Shower/Laundry Program. In 2023, CAPSBC will be rolling out additional mobile services that will include a Full-Service Kitchen and two RVs that have been converted into CAPSBC Mobile Offices to enhance our service delivery to remote areas of San Bernardino County, and to provide vital services to our most vulnerable populations. FDP coordinates events and support for children such as an annual summer camp, a Christmas celebration and toy giveaway, distribution of schools supplies and backpacks, etc. FDP provides free tax preparation services through the Volunteer Income Tax Assistance (VITA) Program. 2) The Energy, Education and Environmental Services (EEES) Program provides utility assistance under the Home Energy Assistance Program (HEAP) and is the largest provider of utility assistance in the county; the EEES program also provides home weatherization services to low-income dwellings to make them more energy efficient. The EEES program provides assistance to low-income households who have struggled to make water, wastewater, and/or stormwater payments prior to, and during, the COVID-19 pandemic through the Low-Income Household Water Assistance Program (LIHWAP). 3) CAPSBC's Food Bank Program is the largest provider of emergency food, free-of-charge, in San Bernardino County. The program distributes millions of pounds of USDA Surplus Commodities and salvaged food through a distribution network of 250 non-profit and charitable organizations, including 25 Congregate Feeding Agencies (soup kitchens) that serve nutritious meals. As part of the Agency’s COVID-19 Relief efforts, the Food Bank operates a Mobile Food Pantry Program to address the increased need for food assistance throughout the County. The program is a designated Diaper Bank in the State of California.
