In 2018, Sacramento was named the ""the Most Polluted City on Earth"" due to ""smoke from Camp Fire,"" This proposal aims to prevent that from happening again through adopting a systemic approach and collaborating with stakeholders to actively prevent future such events. The insurance industry, along with institutional chief risk officers, have begun to recognize the importance of moving from ""loss compensation to loss prevention.""

CrowdDoing and Project Heatherpropose launching a prevention derivative with two new stakeholders: (a) contingent payers who pay in proportion to the reduction in risk, and (b) impact investors who finance social innovations in which their return is similarly proportional to the reduction in risk. It will build on existing precedents for contingent contracts involving social- innovation-based risk prevention.


A spectrum of forest fire risk prevention approaches are available: from creative new social innovations to well-established interventions.The forest fire risk prevention derivative would first survey existing forest fire prevention interventions in Greater Sacramento with an eye towards which ones might be suitable to support and expand. It would then review global social innovations that might be relevant to Northern California to determine which to replicate. Entities involved in risk management and risk securitisation, from insurers to reinsurers to retrocessionaires, ought to welcome the chance to share liability proportionally through a commons of prevention innovations. The prevention derivative can expand as more institutions and individuals join as contingent payers and impact investors in order prevent a larger portion of collective risk. Payments by private and public institutions to support prevention derivatives can be in-kind, through services, and/or financial.

Interactions include welcoming tidepool visitors, providing animal and habitat education, and supporting marine protected area compliance in a friendly and helpful manner. The Colgate-Palmolive experts will provide valuable information in two two-hour zoom conversations with our Heat Island Resiliency (HIRP) undergraduate team. The focus of their conversations will include but not be limited to: heat island challenges in NYC, greatest heat vulnerability in these communities, methods of financing resiliency in these heat vulnerable communities, strategies to maximize social communication within these communities, strategies to maximize attention of others who can help from outside of the community. The Baruch HIRP team has been asked to: 1) map the heat-related communication networks between community leaders, and between community leaders in two heat vulnerable council districts within each of three NYC boroughs (Bronx, Brooklyn, and Queens) and 2) clarify preparation strategies promoted through these networks. These HIRP students will 1) conduct semi-structured interviews with community leaders (e.g., district council members, local NGOs, and local health and safety leadership, 2) map heat communication networks, 3) map communication network with residents regarding extreme heat preparation, 4) invite leaders to an on-line group zoom conversation to discuss heat island issues in their district, leadership communication, and neighborhood strategies for safety before and during extreme heat events, 5) create and share a report with community leadership describing the communication network in their council district regarding preparation for and response to extreme heat, 6) generate ideas for resiliency financing, 7) capture plans to bring renewable energy to these neighborhoods and 8) consider ways to reduce local heat vulnerability.
