About This Cause

Association for Local Development Initiatives (ALDI) is non-governmental and non-profit organization established in 1996, with headquarter in Gorazde, Bosnia and Herzegovina. ALDI is one of the leading independent associations/think-tank in Bosnia and Herzegovina with the focus on private sector development, policy advocacy and capacity building. The last ten years the organization has focused on the development of adults’ skills and knowledge with aim to contribute to the increase in the employment rate and labour productivity. In cooperation with the line ministry, a model of the Law on Adult Education of BPK Gorazde was developed which was adopted in 2015. In addition, ALDI worked on providing technical support for the development of the Law on Adult Education to seven out of ten cantons in the Federation of BiH, with the aim to encourage meaningful and comprehensive reform in the field of employment and reform of the education system. Additionally, during 2017/2018, ALDI, in cooperation with the line ministry, has developed the Adult Education Strategy BPK Gorazde "Education for the next age" for the period 2019-2023, as the first strategic document of this type that was created and adopted in the Federation of BiH. In order to provide the opportunity for unemployed persons to acquire knowledge and skills that are relevant to the labour market, ALDI for the past eight years has been pursuing activities for matching supply and demand for labour, developing institutional capacities in the education sector and through direct activities to improve the relevance of labour skills. In cooperation with the public sector, schools and companies in the area of Bosnian-Podrinje Canton (BPK) Gorazde, ALDI has launched several programs in the field of skills development of low-level workforce, retraining for labour (reskill), and the development of post-secondary vocational education (upskill) of workforce which has a middle level of knowledge and skills. Through cooperation with public employment services, we work on identifying training needs for unemployed persons and organizing training for unemployed persons registered within the Public employment service records. The activities of Association ALDI in the field of adult education implemented so far have created the turning point in active employment policies and were recognised as a successful model for fighting unemployment through training for work and inclusion in the economic life of the unemployed persons. Thanks to these activities, about 1200, mostly young people, were included in formal training and adult training programs (whereof 1000 were employed), which significantly contributed to reducing youth unemployment and improving the educational structure of the workforce. Thanks to the implemented projects and results that had a macro impact on the entire socio-economic community, the organization has established cooperation with over 70 companies from the BPK Gorazde area. Through the implemented projects has been created a "Gorazde model", where a special emphasis was put on partnership and cooperation with companies that are mostly export oriented. In capacity building, our focus is on public-private partnership building aiming to strengthen collaboration between private sector, schools, and local authorities. In this area, we are trying to establish a bridge for cooperation between the labour market and the education system. Through our activities, we are trying to encourage the creation of better educational offer which is in line with market needs for new knowledge and skills, as well as the digital skills necessary for the economy in the 21st century. In the activities of adult education development, the Association ALDI has established cooperation and partnership with cantonal ministries responsible for education and employment, Employment service, public schools, Employers' associations and other key stakeholders, and at the beginning of 2019, this partnership was institutionalized. In addition, our focus is on advocacy of local economic development and strengthening of local communities capacities for more efficient planning and designing of local economic policies and measures. Our strategic focus is to support efficient public policy-making through monitoring, public policy analysis, and identification of barriers in governmental policies and through the creation of policy proposals that can have an impact on wellbeing in society in order to contribute and influence to economic and social progress in Bosnia and Herzegovina. In 2017, the Association ALDI has conducted a three-month Research on Needs for Labour Force (IPRS) in the BPK Gorazde area, which covered over 70 companies from the BPK Gorazde area. Regarding the need for labour in the period 2018-2020, the Research showed that 78% of respondents involved in the IPRS generally have difficulties in finding staff, and that the skills and competences in the field of digital and „soft“ skills are very important when employing highly educated staff. In order to respond to these challenges, the Association ALDI formed an Innovative Training Lab in 2018 that provides young people with the opportunity to gain relevant digital and soft skills in a work-like environment with the help of trained instructors. It is important to note that the Strategy for Adult Education BPK Gorazde has identified the development of digital and soft skills as crucial for the competitiveness of the economy and the active participation of citizens in social life. In order to contribute to increasing the employability of young highly educated persons and with the support of the Employment Service, ALDI is, for many years, enabling one-year work-based training for Young unemployed persons without work experience. Since 2016, this cooperation has been also extended to the cooperation with the Government of BPK Gorazde, through which young people with academic background from business, administration and law (sharing 36% of unemployed highly educated people within the records) are trained to work in complex jobs in the field of business administration. This approach to the development of the skills of unemployed persons achieved remarkable results that were recognized by the labour market, and most of the trainees found work in the public, financial and industrial sectors after the training program was completed. ALDI team has 8 members as full-time staff, who are highly educated individuals with long-standing experience in implementing various types of projects. We have fully equipped premises of over 200 m2 in our ownership. In our work, we cooperate with various institutions from Bosnia and Herzegovina and the EU countries, and our activities are supported mainly by EU funds, especially IPA, EIDHR and Erasmus +.
