Mission Statement: Our mission is to provide quality non-profit housing services and associated programs to persons with severe and persistent mental illness. Vision: To be recoginized and respected as a progressive organization dedicated to the care and betterment of persons with severe and persistent mental illness. NBCR operates on the principles of normalization. Residents are encouraged and assisted to move to less restrictive and more appropriate living accomodations when their (case plan) goals of independent living have been achieved and when appropriate resources and follow-up services are available. About This Cause
History: The New Brunswick Community Residences Inc. (NBCR) was established in 1980 by a small group of concerned citizens. The purpose of the organization as of its incorporation were as follows: 1. Promoting the development of positive life skills in persons experiencing mental and/or emotional difficulties. 2. Facilitating the availability of mental health services to the public. 3. Providing and operating residences for persons unable to live independently due to their mental health and/or emotional difficulties. Board of Directors: The Board of Directors is comprised of a maximum of 15 directors, members of the Board are drawn from the following organizations having an interest in NBCR: Department of Social Development, Addictions and Mental Health Center, Canadian Mental Health Association, Hospitals, etc. An effort is also made to seek Board Members from the community who have a wide variety of professional skills and interests in Mental Health. The Board has the overall direction and control of the organization; it establishes policies and sets admission and discharge criteria for residents. The Board also establishes the qualification requirements of the employees and their job descriptions. The Board is responsible for the overall financial operation of the organization and the maintenance of it's fixed assets. The Board hires an Executive Director to manage the organization and it's various programs on a day-to-day basis. General Principles: NBCR is a non-profit, non-partisan, non-sectarian, charitable organization dedicated to the care and betterment of individuals who are coping with or recovery from a mental illness, receiving treatment and working at establishing an autonomous lifestyle. NBCR operates on the principles of Normalization. Residents are encouraged and assisted to move to less restrictive and more appropriate living accommodations when their case plan goals of independent living have been achieved and when appropriate resources and follow-up services are available. Present Programs: The following programs have been developed and continue to be operated by NBCR in the city of Fredericton, N.B. A. A home on Needham Street for 8 residents (Level 2) B. A home on Priestman Street for 6 residents (Level 4) C. Costello House - Home for 6 residents (level 4) D. A rent supplemented, semi independent living apartment on Needham Street for 2 residents. E. A rent supplemented, semi independent living apartment on Union Street for 3 residents. E. Two (2) rent supplemented, semi independent living apartments on Brookside Drive, single units that accommodate one resident each. In addition, NBCR has also provided many other short term services to mental health and the genral public in the areas of administration and client care. By offering a range of programs NBCR can work with individuals to help them gain the skills and independence needed to transition from formal Adult Residential Facilities to more independent settings when and where appropriate. Needham Street (Level 2): Opened in 1982, the goal of this home is to emotionally and physically support each resident, offer advice and encouragement, teach skills of independent living, and assist each individual to maintain their mental and physical health. Activities in the residence are homelike. Residents' schedules vary. I.e. going to sleep, getting up, choice of daytime activities, choice of meal, TV watching, etc. All residents, to the best of their ability, participate in the operation of the home. i.e. cooking, cleaning, lawn mowing, minor maintenance, etc., and are encouraged to develop interests and have regular activities outside the home. (Recreation, education, social activities, work, etc.) Breakfast and lunch are usually on each resident's own schedule while supper is a group activity. Residents assist in shopping for groceries, preparing daily menus and cooking, with staff assuming general responsibility for nutrition. Resident meetings are held as required. Support for each resident is usually indirect. Some activities are scheduled in advance while most are spontaneous. A visit to the home might find residents and staff playing cards, baking a birthday cake, singing, mowing the lawn, watching TV, etc. It would not be unusual to visit the home at a time when many of the residents are out participating in various community activities. Staff understand that they are working with adults who retain all of the rights, responsibilities and choices of any adult. Most issues are dealt with according to a well known list of general "expectations". As a result we have very few actual house "rules". (I.e. Only those that are absolutely essential for efficient and safe operation of the home.) Medications are kept under lock and key, strictly monitored by staff, and given out according to the physician’s instructions. At least one staff member is on duty at all times. (i.e. 24 hours 7 days per week.) Prestman Street (Level 4): Opened in 2002, the goals of this home are similar to those stated above however, at Level 4, the needs of the resident can be more complex. Staffing ratios are higher than at Needham Street and residents live in two groups of three individuals. (Total six) The home is configured as a duplex, although the home usually operates as a single unit It is hoped that if a crisis occurs in one apartment it will not affect the residents living on the other side. Interior (fire) doors allow staff ease of access between apartments as required. COSTELLO HOUSE: (Level 4) Ebony Drive Named in memory of Rob Costello and opened on Mar.25, 2020, the goals of this home are the same as the above. This home operates as a single unit however with 5000 sq feet size this home makes it very easy for clients to spend time together as a group as well as alone if they wish. This home features 6 bedrooms, 2 living rooms, 5 bathrooms, 2 offices as well as a very large community room and it is the boards hope that we will be able to use the additional space to offer more services and programs down the road. Apartment Program: These apartments are for individuals who have demonstrated the independence, stability and skills to live with minimal staff support. One staff member supports the individuals living in the Five apartments on a Monday - Friday 9:00 am - 5:00 pm basis. Supports are individualized and staff either drop in or arrive by appointment. Residents contact, and can access the service of the staff member, in the evenings or weekends by phone. The Staff member, on occasion also supports other individuals who live in their own homes. (At the request of the Mental Health Centre.) Each resident has control of his/her own resources (from whatever source - i.e. Department of Social Development, CPP, EI, work, etc.). Rent is set at approximately 30% of each resident's income with the balance paid through an NB Housing rent supplement agreement with the landlord. Utilities are maintained in the name of N.B.C.R. and each resident pays a monthly fee for these services. Residents maintain their own daily schedule and control their own medication. Staff monitor these as required. The goals of our programs is to assist each person to remain stable psychiatrically and provide safe quality housing options that can accommodate individual needs. Each individual in our programs are supported, based on their individual needs, to work towards developing the confidence and skills to achieve his/her goals as outlined in their case plan. Case plan goals and objectives are reviewed on an ongoing basis with a major review held not less than once per year. Staff understand that they are working with adults who retain all the rights, responsibilities and choices of any adult. Each resident is expected to make a conscious effort to follow through with their treatment plans/programs (take medications as prescribed, meet with health care professionals as required, live in harmony with other residents, participate to the best of their ability in the household activities, chores, food preparation and other normal activities of daily living). It has been a goal of our organization, as resources and partnerships become available, to consider developing additional housing and support service for individuals with mental illness that are considered priorities and can be shown to be both financially and programmatically viable and sustainable. Such as: A. Housing and support for youth B. Additional rent supplemented apartments C. Respite services for individuals with mental health disabilities and/or their families D. Additional supported homes for individuals with mental illness E. Support for individuals with mental health disabilities in their own home F. A home for individuals with concurrent disorders/complex care. NBCR has delivered quality housing in a cost effective manner to individuals and government departments since 1980. NBCR has strong partnerships and works collaboratively with the Department of Social Development, Addictions and Mental Health Center, Department of Health, and various other community agencies. NBCR has a strong desire to provide further community based services to persons with mental illness consistent with our expertise and resources.
