Mission Statement

The Taiwan SPCA (Society for the Prevention of Cruelty to Animals) was founded in 2009 with the aim to promote kindness towards, prevent cruelty to, and alleviate the suffering of animals in Taiwan by all legal means. It adheres to the 5 freedoms of animal welfare: Freedom from thirst and hunger ~ by ready access to fresh water and a diet to maintain full health and vigor. Freedom from discomfort ~ by providing an appropriate environment including shelter and a comfortable resting area. Freedom from pain, injury, and disease ~ by prevention or rapid diagnosis and treatment. Freedom to express normal behavior ~ by providing sufficient space, proper facilities, and company of the animals' own kind if applicable. Freedom from fear and distress ~ by ensuring conditions and treatment that avoid mental, psychological, and emotional suffering.

About This Cause

The Taiwan SPCA strives to protect ALL animals and become the leader in Taiwan's animal welfare sector. Taiwan SPCA also aims to bring international welfare standards to the country through its main pillars of focus: 1) Animal Cruelty Investigations Our investigation department receives cruelty reports from all over Taiwan through our online reporting system. We work with animal protection offices in different cities/counties across Taiwan, enforcing the law and providing people and animals the help they need. Our main goal is to improve an animal’s welfare by educating and helping people to improve the way they keep their animals and raise awareness on proper animal rearing practices. We offer resources and advice on matters such as dog behavioral training and pet care methods so that people learn the proper way to treat an animal. During situations where a person is not willing to cooperate, we work with the government so that compliance notices and fines can be issued or so that the animal can be confiscated from the owner or be relinquished. 2) Animal Welfare Education We believe that education is the key to change! Fostering a love for animals starting at a young age can allow children to grow up to respect animals as adults. In addition to speaking in schools, we promote animal protection education through other means such as symposiums, seminars, village events, teacher seminars and via the Internet. 3) Research and Lobbying Taiwan SPCA's research and advocacy department focus on issues that pose a threat to the welfare and protection of animals. We analyze our research conclusions and provide government bodies with recommendations regarding regulations, enforcement, education, and strategy implementation.    We attend many government meetings each month and work with legislators, city councilors, and administrative agencies to make sure that the law and relevant policies are adequate in protecting animals. We also aim to promote International animal welfare standards within Taiwan.  4) Animal Re-homing Our animal rehoming department focuses on finding suitable homes for animals rescued from cruelty cases. Sometimes we also adopt animals out from public or private shelters so that we can find new homes for them. Our adoption process is stringent, from the initial application process, to telephone and home interviews, to adoption follow ups, we insist on finding the most suitable and pet-ready owners. When we rescue an animal, our vet conducts a complete health check-up before the animal is open for adoption. All of our dogs and cats are micro-chipped, vaccinated, and neutered before entering a new home. TSPCA currently does not operate a shelter, therefore we rely on volunteers and our partner「adoption corner」 businesses to help with the temporary housing of our rescued animals. We then promote the animal’s adoption via the Internet or adoption events to help them find suitable homes. Sometimes, it takes a long time to adopt an animal out successfully, so we would like to thank all of our volunteers and partners for giving these animals a safe temporary home before an adoption is finalized. 【Some of Our Accomplishments in 2023】 Up until December 31st, 2023, TSPCA had 14 full-time staff, 2 part-time staff, and hundreds of volunteers. With the relatively small team, we managed to: • Process 792 new cases of reported animal abuse and neglect from across Taiwan involving 1096 animals (# does not include cases from previous years that need subsequent follow-up visits) • Inspected a total of 55 animal performance/exhibit venues and rescued 5 animals suffering from long-term abuse • Intake 36 animals, adopted out 33 animals, and at the time was fostering 23 animals • Hold 227 educational events, 4 investigation volunteer trainings, reaching 26,169 people • Help New Taipei City Ruifang Public Animal Shelter adopt out 9 animals , , providing hospice care for 1 animal, and fostering 5 dogs. • Attended over 54 government policy meetings • Organized 50 volunteering events at the Ruifang Public Animal Shelter 【TSPCA Milestones in 2023】 • Acting member of Council of Agriculture’s Laboratory Animal Welfare Auditing Committee, completed 8 audits in 2023 • Committee advisor for Taiwan’s K-12 Education Administration on its Twelve-Year Basic Education Curriculum on Animal Protection • Acting member of the Yilan County Animal Epidemic Prevention Institute's designated pet industry evaluation committee, conducting evaluations for 82 establishments • Acting member of the Animal Protection Advisory Groups for New Taipei City and Taichung City Governments. • Commissioned by the Taichung City Animal Protection and Health Inspection Office as Official Partner Inspectors • Acting member of the Animal Performance/Exhibit Venue Evaluation Committee appointed by the Kaohsiung City Animal Protection Office. • Released 7 press releases/statements and organized 1 press conference and rally advocating for amendments to the legislation regarding the ban on snare traps.
