About This Cause
Concept note on “Skill for Informal sector Workers” PARDA is an organization with since its inception in 2000 has been working in area for migrants’ issues, children’s right, protection and education issues, sustainable livelihood, women’s development and skill training for rural poor category of the society in the Nuapada district of Odisha state (India) as its operational areas. As per the present scenario, we all know COVID-19 pandemic which has put healthcare system of various countries out of gear. The disease typically spreads when an infected person coughs, sneezes, or talks, spewing nasal and throat secretions into the air. Medical complications in such cases, invariable include acute respiratory problems requiring patients to be put under ventilation. So it is the most important factor in preventing the spread of the Virus locally is to empower the communities with the right information and taking precautions as per the advisories being issued by Ministry of Health & Family Welfare. Now a days in our areas, lakhs of daily wage laborer, youth mass, migrant family returning from outside of our state due to the lock down situation of COVID-19. As we know most workers who travel in search of livelihood are not legally enrolled by govt. labor department and hence apprehensive of not getting any Government assistance during the current crisis. Many of our migrant’s workers engaged in different brick kiln in outside and inside of the state have returned their native place in the lock down period. In this situation many homes have more mouths to feed amid unavailability of work and growing uncertainty. We all know that the PDS distribution system is never covered all the migrant, bonded labor & marginal community in the district because of all beneficiary have not enrolled under the scheme. In this juncture we have already been started some steps as per our expertise as follows: • Facility of home quarantine given to return migrant before lock down. • Facilitated all our Shramik Mitras in GP level Emergency Health Centre. • Facilitated MGNREGS work for individual job card holder and without PDS card holder. • Facilitated our tailoring units for stitching of Mask to meet the need of local community. • Awareness create on Social Distancing among villages. Under such critical stage of the pandemic with an aim to contain and protect the general population from getting infected, these trained youths, volunteers, trained female entrepreneurs & different indigenous groups may be of great help in developing assets as well as create awareness among community. Introduction: PARDA has been working in Nuapada and Komna Block area of Nuapada district in Odisha since 2000 in different activities for socio-economic development of ultra poor people. Nuapada district is left wing extremist (LWE) area and being tail end of Odisha bordering Chhattisgarh, it is ignored by govt. of Orissa. Almost all the tribal families depend upon NTFP forest produces like Mahua, char, Sal leaves, Kendu leaves etc. Depletion of forest and overexploitation of forest and above all, of the tribal people by cunning traders as well as the line department squeezes all resources for their livelihood. Regularly drought and crops failure in every four years causes distress migration. The drought and famine tormented agrarian society in our area of intervention needs caring and caressing in all aspects. The target groups are rural poor who are both disadvantaged and deprived in terms of economy, education, health and nutrition. Brief on intervention areas- Nuapada district is a migration prone area. Every year thousands of people migrate with family from this area in search of livelihood as brick Kiln laborers. The un employed youth also migrate in large scale to Andhra pradesh, Gujrat, Maharastra,Tamilnadu, Kerala, Goa, Uttarpradesh, Madhyapradesh, Chhatisgarh etc state as labor in different sector. In different time the migrant labor were exploiting from their owners, middleman both financially, physically, & some time lost their parts of body and life also. Since 2004, PARDA has been working on migration. Migrations from the proposed villages are of two kinds, Seasonal migration and Annual migration. These two categories are also applicable for two different classes. It is the youths who generally migrate out for the entire year whereas the families migrate seasonally for the months of September to June. During 2011-2019, the project was implemented in 44 GPs of Nuapada and Komna block of Nuapada district with coverage of 241 villages. The household survey conducted in these villages revealed that 42% (17650out of 43628 households) of the household had at least one member migrating for work. 71960 individuals were reported to have migrated. When a no of dropouts become youth they require some job but govt. has no such programme suitable for them. We started some skill development training programmes in different trade like Mason, Plumbing, House wiring, tiles fitting etc. for migrants and probable migrant youth in Nuapada supported by TATA Trusts. The literate youth up to 8th standard are working in Garages , Hotels, tailoring shops, Restaurants , Malls, Electrical shops, motor vehicle garage and showrooms, hotel boy and cook, color Painter , office assistant, Fabrication center , ply wood Factory workers etc , But they don’t have basic knowledge of existing job. Therefore they never get their actual wages. Govt. started different skill development programmes under various schemes for up gradation of skill for youth in different trades. But due to specific rules and guidelines for selection of trainees and resources for linkages youth are found ineligible to participate in this programme due to under qualification. Propose Project Details Plan As per our experiences and the situation of our area, we are sure that the skill building will be the only thing which can reduce poverty and distress migration. With the existing issues in our operational area we think for betterment of below 8th standard youth and their livelihood. They need some skill up gradation training for capacity building and increasing of wages for their livelihood. Overall Goal of the Project: To enable the unemployed youth to adopt a means of livelihood in order to lead a dignified life. Objective of the project: To improve the socio-economic status of youth through employment–linked skill based training. Specific Objectives of the project: 1. Mobilization of students and Counseling 2. Training: on job, residential, non residential, and apprenticeship mode 3. Cooperative mode brick kiln for migrant family in integrated approach 4. Placement Counseling and placement 5. Post placement support and tracking Proposed Intervention: 1) Orientation of Shramik Mitras for i. Baseline survey for Identification of deserving youth of below 8th class standard. ii. Identification of such groups and making a data base with their address and working trade. iii. Skill mapping of the identified youth. iv. Enrollment of the youth aptitude wise. v. Conduct of skill training in different modes as chosen by the candidate. 2) Orientation and capacity building of shramik mitras in gram panchayat level for placement and on job training. i. Regular interaction and counseling with a focus way about different opportunity and availability of scope in different entrepreneur and institution through IEC materials. ii. Shramik mitra to be technically trained through presentation on video and other multimedia experience given to them with tablet and sms massages process, what app and facebook group. iii. Awareness regarding rights, laws, govt. rules about their job and ensuring govt. wages. iv. Creating linkage with banks for those eligible to be covered by different govt. schemes and those interested in self employment. v. Sponsoring exposure and experience sharing Programme with other entrepreneurs and institutions. 3) Special counseling even for training module like on job, residential at training place and apprenticeship. i. Refrigerator/ AC mechanic training-100 youths of Nuapara district will be sent to Raipur for a two month’s training on Refrigerator and AC mechanic training. ii. Construction–For Construction: Masonry/ Color painters/ Electrician/ Carpenter/ Fabrication/ wireman/ Welding/ Fitter training to 400 youths organization will tie up with L & T and other private and institutional agency. iii. Salesmanship- 1000 youths of the district will undergo with both soft and hard skill to work in a mall like Raipur. iv. Tailoring- 1300 Women candidates developing a village level training centre and by tie up with local tailor master and Ready made garments manufacturers in nearby cities. v. Mobile Repairing - 600 youths will be engaged with the local qualified and experienced mobile repairing workshops in nearby towns. vi. Automobile/Two-Wheeler Repairing- 600 youths will be engaged for training in garages/workshops/ show room. vii. Driving/Transport- 1000 youths will be trained through certified Driving training institutes and support for obtaining driving license will be provided. viii. Bamboo Art/Tribal painting and handicrafts/Soft toys- A Manufacturing unit for traditional tribal art and Handicraft will be set up, 200 nos experienced tribal craftsmen will be engaged to train other youth and marketing support will be provided. 4) Placement Counseling and placement: PARDA has an expertise on skill training and place services since 2010. We have rapport with employers and other placement agencies and interact with laborers/employees from time to time. The ones who get on job training are either provided placement in the trainer farm or linked to other employers. 5) After training completion certificates will be provided either through the training provider farm or govt. certification agencies through linkage and better placement for a maximum earning will be ensured. After training regular monthly follow up about trainees will be done and a track record will be kept. MIS will be provided at least for three years.
