Mission Statement
NPO Japan Intercultural Intelligence (JII) is a non-profit organization that supports foreign residents in smoothly adapting to life in Japan and integrating into Japanese society. Foreign residents living in Japan face not only the language barrier of Japanese but must also learn numerous idiosyncrasies such as culture in the society, customs, general public rules, and even the unspoken understandings that have developed over a long period in Japanese society. As a result, foreign residents often experience a significant information gap, making it difficult for them to smoothly access essential social resources such as welfare, education, and healthcare. Additionally, many foreign residents feel isolated, expressing that they "cannot make Japanese friends" or "cannot integrate into Japanese society." This stems from the fact that many Japanese residents have little experience interacting with foreign residents, which sometimes leads to avoidance. As such, Japanese society as a whole is still in the process of exploring how exactly to coexist with foreign residents. In response to this situation, we at JII launched the "Otonarisan & Family Friend Program" (abbreviated as OFP), the first program in Japan where Japanese residents take the lead in supporting foreign residents by addressing the issues of the "information gap" and "isolation" faced by foreign residents. *Otonarisan means "good neighbor" in Japanese. JII's vision is to realize the ideal of "cultural coexistence," which embraces diversity. Our concept of "cultural coexistence" is that people can maintain the unique aspects of their own cultures while enjoying the richness of various other cultures, living together as "good neighbors" in a way that makes life comfortable for everyone. Through even better cultural exchanges, we aim to create new public values and shared cultural practices. To achieve this vision, we have made it our mission to help foreign residents integrate more easily into Japanese society through a variety of support activities. Centered around OFP, the wide range of activities tailored to the needs of foreign residents has expanded to include consultation services provided by experts, Japanese language learning support, information provision for expectant and new mothers, and support for the daily lives of refugees and displaced persons. Additionally, through collaborations with external institutions, companies, and organizations, we are also deeply engaged in advocacy activities aimed at realizing a society of coexistence within Japan. NPO Japan Intercultural Intelligence(JII)は、外国人住民が日本での生活にスムーズに適応し、日本社会になじむためのサポートを行っている非営利活動法人です。 日本に暮らす外国人は、日本語という言語の壁だけでなく、長く日本社会で培われてきた社会文化、生活習慣、公共ルール、さらには人々の間にある暗黙の了解など、さまざまなことを学ぶ必要があります。そのため、外国人住民は大きな情報格差を抱え、基本的な福祉、教育、医療などの社会的リソースにスムーズにアクセスできない状況に置かれることが少なくありません。 また、多くの外国人住民が「日本人の友人ができない、日本社会に溶け込めない」という孤立感を抱いています。その背景として、日本人住民の多くは外国人住民と接することに経験が少ないゆえ敬遠するなど、社会全体として外国人住民との共生を模索している段階にあります。 このような現状を受けて、私たちJIIは、外国人住民が直面する「情報格差」と「孤立」の課題に対応するため、日本で初めて日本人住民が主体となって外国人住民をサポートする「おとなりさん・ファミリーフレンド・プログラム(略称OFP)」を立ち上げました。※おとなりさんは日本語で「良き隣人」という意味です。 JIIのビジョンは、多様性を活かした「文化共生」の理想の実現です。私たちが考える「文化共生」とは──人々がそれぞれの文化の良さを保ちながら、様々な文化の持つ素晴らしさを楽しめる、互いにとって暮らしやすい「良き隣人」として共に生きる、素晴らしい文化同士の出会いによって、新たな公共文化や価値を創造することです。 このビジョンを実現するために、私たちは「外国人住民が日本社会に馴染みやすくする」ことをミッションとして、さまざまなサポート活動を行っています。 OFPの活動を中心に、外国人住民のニーズに応じて、専門家による相談窓口、日本語学習支援、妊産婦向けの情報提供、難民・避難民の生活支援など、さまざまな活動が広がっています。 また、外部機関、企業、団体とのコラボレーションを通じて、日本における共生社会の実現に向けたアドボカシー活動も行っています。
About This Cause
At OFP, foreign residents are paired with a local “Otonarisan” (Japanese volunteer) for direct one-on-one interactions over a period of six months. Through this program, they can improve their Japanese language skills, learn about provided social programs, lifestyle , customs, child-rearing information, life skills, and ways to communicate with Japanese people, while also expanding their social networks. In fact, it is not uncommon for genuine friendships to form between our foreign participants and Japanese volunteers through this activity. To date, over 1,300 participants have taken part in this program, which is currently expanding far beyond Tokyo to Chiba, Kanagawa, and Saitama prefectures. Moving forward, we aim to expand this initiative nationwide, enabling foreign residents to connect with local “Otonarisan” volunteers wherever they live, and helping them gain access to important people essential for settling in Japan. Among the foreign residents participating in OFP, approximately 40% are families raising children in Japan, about 30% are individuals working without families, 20% are students studying in Japan (including those attending Japanese language schools), and the remaining 10% are refugees and displaced persons. While the reasons for coming to Japan may differ, the shared goal is to integrate into Japanese society and lead a stable life. Since 2022, we have also been supporting Ukrainian refugee families and Afghan refugee families. OFP volunteers form teams to provide a wide range of assistance, including support in daily life, help with administrative procedures, Japanese language learning, school enrollment for children, and healthcare, while also conducting regular check-ins to see how the families are progressing. After the initial phase when refugees and displaced persons need urgent support upon entering Japan, the aid from government and specialized organizations tends to decrease, and the new residents must navigate life as individuals. In this context, through OFP, they can rely on the help of ordinary Japanese residents to gain significant support in adapting to their local communities. Together with hundreds of Japanese volunteers, we are working daily to create a Japanese society where foreign residents can live more comfortably. OFPでは、外国人住民は近隣に住むおとなりさん(日本人ボランティア)とペアになり、半年間にわたって一対一で直接交流します。これにより、日本語の上達、社会制度、生活習慣、文化、子育ての情報やノウハウ、生活の知恵、日本人とのコミュニケーションの仕方などを学び、社会的ネットワークを広げるサポートを得ることができます。実際、この活動を通じて、外国人住民と日本人住民の間に真の友情が生まれるケースも少なくありません。 これまでに1,300人を超える参加者がこの活動に参加しており、現在は東京都を中心に、千葉県、神奈川県、埼玉県にも活動を広げています。今後はさらに日本全国に活動を展開し、外国人住民がどこに住んでいても地元のおとなりさんとつながることで、日本での定住に必要な重要なナビゲーターを得られるようにしていきます。 OFPに参加する外国人住民のうち、約4割は日本で子育てをしている家庭で、約3割は家族を持たず一人で働いている方々です。また、約2割は日本で学ぶ留学生(日本語学校の学生も含む)、残りの1割は難民・避難民です。日本に来た目的はそれぞれ異なりますが、日本社会になじみ、安定的に暮らしたいという思いは共通しています。 2022年からウクライナ避難民家族やアフガニスタン難民家族への支援も行っています。OFPのボランティアたちはチームを組み、日常生活、行政手続き、日本語学習、子どもの就学や入園、医療など、幅広い支援を行い、定期的な見守り活動も実施しています。 難民・避難民が日本に入国した直後の緊急支援が必要な段階を過ぎると、政府や専門団体からの支援が減少し、彼らは一人の外国人生活者として生活していくことになります。 その中で、OFPで出会う普通の日本人住民の力を借りて、地域に馴染んでいくための大きなサポートを得ることができます。 私たちは数百人を超える日本人ボランティアと共に、外国人住民と共に暮らしやすい日本社会の実現に向けて日々活動を続けています。今後もこの活動を継続し、多くの外国人住民にサポートが届けられるよう、ぜひご支援・ご協力をお願い申し上げます。
