Mission Statement

Specified Nonprofit Corporation, “Shapla Neer = Citizens’ Committee in Japan for Overseas Support” (Shapla Neer) is a Japanese International Non-Governmental Organization (NGO) established in 1972. It is an organization that is independent from any specific religion, political party, business, or organization. Problems we can see within society that arise from North/South issues, particularly solving issues related to poor people’s living conditions in South Asia, are what our work is aimed at, in South Asia and in Japan. We aspire to realize a world where all people can flourish in the rich potential of every human being. Our name, Shapla Neer, comes from our roots. In the language of Bangladesh, Bengal, Shapla Neer means “House of the Water Lilies”. “Shapla” is also the national flower of Bangladesh.

About This Cause

・Empowering Communities We believe that all people can stand independently. However, due to social injustice, some people lose the power to provide for themselves, and are stripped of their dignity. SHAPLA NEER is earnestly working towards empowering the community members who are victims of discrimination. We believe in empowering individuals directly, so that they themselves can influence their families and communities into bringing about a more just society. ・Social and Institutional Change In order to create a society where everyone can live with dignity, it is essential to empower not only individuals, but also change the structure and ideology of society and institutions.. We are asking for help from influential leaders within Bangladesh and Nepal so that social change can be facilitated. ・In order to bring about individual empowerment and social reform, it is important for involved parties to realize their own strength and abilities. SHAPLA NEER’s role is to facilitate awareness within individuals. We work with local partner organizations to promote empowerment and thus bring about change in society and institutions. Examples of Our Projects ・Support for girls working as domestic workers We support 3 centers operating in Bangladesh’ capital city, Dhaka, where girls working as domestic help can learn basic reading and writing, how to do housework, and attain information necessary to improve their living conditions. Also, by visiting the employers and doing advocacy work towards the local community, we try to change how people behave towards these girls. Besides supporting activities directed at the girls, we are planning a project to widely appeal to Bangladesh society to show the reality of the girls’ situation. We will work more closely together with other like-minded NGOs and international organizations, approach policy makers, and enfold businesses and citizens through mass media. Also, we are considering doing work to make it possible for girls to stay in the villages, without needing to go to the city to work. ・Support for community disaster risk reduction in flood prone regions We will reduce flood damage by supporting local people’s initiatives in areas near rivers where not enough flood measures are taken. Instead of us deciding what should be done, together with the local residents, we make an action plan for disaster risk reduction, and we give support on certain areas within the action plan. We also connect them to government assistance, be approving of their own initiatives, and try to develop their own ability to reduce risks at times of disasters.
