The Daphne Caruana Galizia Foundation

Valletta, , VLT 1122 Malta

Mission Statement

The mission of the Foundation is full justice for Daphne Caruana Galizia's assassination and full justice for her work and her legacy, to ensure that the outcome she fought for — the rule of law, and freedom from corruption, abuse and human rights violations — is achieved.

About This Cause

The first purpose of the Foundation is to ensure the public interest of full justice for Daphne Caruana Galizia’s assassination, and the assassination of any other investigative journalist, including by: a) using all legal means possible to ensure the assassination investigations meet international standards; b) using all legal means possible to uncover who commissioned the assassinations and why; c) working with Maltese and international organisations to monitor the assassination investigations and take corrective action where necessary; d) holding to account any state agents who may be responsible for the assassinations; e) holding to account any state agents who may have failed to protect Daphne Caruana Galizia or any other assassinated investigative journalist. The second purpose of the Foundation is to support efforts to protect investigative journalists, including by: a) working with advocacy and international organisations to improve early warning systems and international protection mechanisms against serious threats; b) encouraging preemptive action by supporting and contributing to platforms and other technologies designed to log and track threats to journalists; c) working with like-minded organisations to end the use of strategic lawsuits against public participation (SLAPPs) and other vexatious libel suits; d) advocating for the introduction of specific financial or other sanctions against political and business harassers of investigative journalists, including those who abuse libel laws for the purpose and those who use political party-owned media to target independent journalists; e) entrenching the principle that the burden of proof in libel cases in matters of public interest and involving public figures should always remain on those who seek to silence journalists not on those who expose wrongdoing. The third purpose of the Foundation is to end impunity for the murder of journalists by supporting efforts to achieve full justice in targeted killings of journalists, including by: a) using the work carried out on Daphne Caruana Galizia’s assassination investigation to form more robust investigative models in future cases internationally; b) working with international press organisations to define the support families of murdered journalists should receive; c) working with journalists and advocacy groups internationally to support global initiatives to end impunity in the murder of journalists. The fourth purpose of the Foundation is to administer, utilise and preserve all the relative intellectual property rights and collate and propagate all that Daphne Caruana Galizia wrote and otherwise contributed to the media in any form during her lifetime, including by: a) employing a professional archivist to collate, index, and digitise her work; b) and to create a digital archive of all significant print and online material featuring Daphne Caruana Galizia before and after her assassination, to help inform historical research into her life and the impact of her work. The Foundation will also work towards a complementary purpose of promoting a culture of public interest litigation that ensures journalists, media organisations, and victims of political discrimination, abuse of power, and any possible state collusion in criminal activity in Malta have access to justice, including by: a) establishing and supporting a network of public interest litigation lawyers; b) using legal cases to bring about institutional reform and accountability; c) exploring the use of international mechanisms to ensure accountability. The Foundation will work to a second complementary purpose of supporting independent media in Malta by promoting the growth and resilience of independent investigative journalists in Malta, including by: a) offering support in developing partnerships with European and international counterparts; b) facilitating their access to funding for investigative reporting projects and legal and digital security support; c) improving the context in which they operate by advocating for the dismantling of political party owned media and the stricter regulation of public broadcasters.
