All for Ukraine Global Humanitarian Response & Refugee Support All for Ukraine unites citizens, organizations and communities around the world responding in real time to provide vital, life-saving emergency assistance to civilians affected by the war in Ukraine and refugees from Ukraine in Romania. Our Mission is to do everything within our power to ensure that humanitarian aid reaches those most in need in Ukraine – getting what is needed, where it is needed, to those who need it. We cover humanitarian aid, psycho-social support, solidarity with the people of Ukraine in Ukraine and abroad, and direct support for dealing with trauma, empowering and supporting women and youth, and placing the people of Ukraine at the heart of a needs-based and people-centered response. PATRIR Mission Statement To transform the way the world deals with conflicts, working from the local to the global levels in partnership with communities, countries, and national and international organisations to overcome all forms of violence and to make peacebuilding and the constructive transformation of conflicts the basis for sustainable peace. To build and to model authentic collaboration, working with citizens, community organizations, local and national governments and international organizations and agencies to do more together than can be done apart, and to maximize our collective ability to prevent violence, end wars, and build authentic, lasting peace. To ensure that people and communities own and are at the center of processes to address the conflicts that impact their lives, and that youth, women and marginalized communities in particular are included and at the centre of peacebuilding efforts.

About This Cause

About PATRIR PATRIR, The Peace Action, Training and Research Institute of Romania (PATRIR), was founded in 2001. It has been recognized as one of the leading centers of expertise in peacebuilding, peace support and post-war stabilization and recovery. PATRIR has been awarded the 2017 Luxembourg International Peace Prize for ‘Outstanding Organization’ for its contributions to international peace and security,  the 2011 World Vision International Peace Prize, and the 2018 Luxembourg International Peace Prize for its use of ICTs in training for peace, and the 2017 national excellence award for youth programs in Romania. For more information please contact info@patrir.ro or visit www.patrir.ro About the All for Ukraine Global Humanitarian Response The All for Ukraine Global Humanitarian Response and Refugee Support is PATRIR’s dedicated program line responding to the war, humanitarian crisis in Ukraine and support for Ukrainian refugees abroad. The program is implemented in partnership with a range of civic organizations (NGOs) and partners – including both local government authorities, companies and cultural organizations – together with partners in Ukraine and internationally. Through the All for Ukraine Global Humanitarian Response and Refugee Support program PATRIR supports: 1. Humanitarian Aid to Key Cities & Cities Under Siege Our strategy for humanitarian and food aid addresses: 1. Border Areas: While ‘decent’ infrastructure and support have been set up on the Romanian sides of the border, there is far less set up to meet needs of Ukrainians on the immediate Ukrainian side of the border (where in different locations there are now several thousand to tens of thousands of people waiting. This number may grow larger with the recent and ongoing Russian offensive). We plan to set up humanitarian supply to these areas, including food support, and coordinate with local actors on shelter; 2. Recipient Cities: In addition to border areas we are focusing on recipient cities. These are cities – like Chernivtsi, Hayvoron, Ivano Frankivs’k, Odessa and others, where large numbers of internally displaced people have moved inside Ukraine, as well as cities under siege and under attack by Russian forces. They are facing critical food, medicine and humanitarian shortages. We want to provide up to 100 tons of supplies per week. From cities such as Chernivtsi and Ivano Frankivs’k we set up supply chains with our Ukrainian partners to: a. Provide to further cities in the region needing support b. Provide to cities under siege in Ukraine: 2. Emergency Medical Support: Supplies & Medical Equipment Medical support is a key pillar of our large-scale assistance in Ukraine. Here we focus on: 2.1. Medicines Equipment Needed to treat those affected by the war IFAKs (emergency medical kits), tourniquets, and a list of more than 50 medicines which are critical for treating injuries received from the war. 2.2. Medical Equipment & Ambulances Providing a wide range of necessary medical equipment as well as transport of ambulances to support treatment of wounded civilians. 2.3. Medical Support (Medicines & Equipment) to treat ‘Chronic Needs’ Life-saving medicines and treatments for people on dialysis, with diabetes, cancer and more. 3. IDPs – internally displaced people – in Ukraine This includes: • Support to shelters across southern, central and western Ukraine, including: o Materials and funding for shelter development o Direct support of humanitarian supplies and non-perishable foods to shelters o Hygiene products: as our partners discussed with us and as you may have seen in recent news reports, there are concerns about a public health crisis if there is not improved hygiene and conditions for IDPs in the country Linked with our shelter programme we are also developing: • Psychological Programme: We are working with partners in Ukraine and hiring psychologists to provide support to civilians affected by the war, including: o those who have trauma from the war overall o children and youth in particular o women survivors of sexual violence o families who have lost loved ones and are dealing with grieving and pain o This will also be linked with the shelters where we will promote the psychological support programme. • Anti-Trafficking: A comprehensive programme across western, central and southern Ukraine to prevent risk of trafficking of women and girls; an issue which we have been working on since day 1 in Romania but will now focus on in Ukraine as well with a network of partner organisations. This will also be linked to the shelters where we will share information on this. Additionally, the All for Ukraine Global Humanitarian Response & Refugee Support focuses on: 1. Youth: A large-scale youth programme in cooperation with the Ministry of Youth and Sport and Youth Centers of Ukraine training youth in peacebuilding, social cohesion, trauma recovery and first aid, and more, and supporting youth participation in strengthening social inclusion, conflict prevention and peacebuilding, and post-war recovery and rebuilding of Ukraine. 2. Psychological Support & Trauma Recovery: Including supporting psychologists in Ukraine working to address trauma and the impact of the war on civilians in Ukraine. This includes supporting centers in key affected areas and cities, teams of trained psychologists, and both individual and group psychotherapy and trauma therapy. 3. Countering Trafficking and Gender-Based Violence in War: Including working with partners on awareness raising, training, and prevention measures to prevent trafficking in Ukraine, and to support survivors of gender-based violence, sexual assault and rape in areas occupied by Russian forces. All for Ukraine: Support for Ukrainians and people from Ukraine in Romania On the All for Ukraine Global Humanitarian Response & Refugee Support side in Romania we focus on: 1. Food & Humanitarian Supplies for Ukrainian Refugees in Cluj 2. Psychological Support As the ‘twin’ with our programme in Ukraine, in Romania we will be hiring Ukrainian psychologists and setting up centers in 5 cities in Romania for them to provide free psychological support for Ukrainians. 3. Cultural Support & Solidarity Continuing with the activities we have done since the beginning of the war, we organize: • Cultural events: music nights, opera nights, theatre and more with Ukrainian performers • Ukrainian Fair: where Ukrainians will sell food, art they have made, and other good to raise funds for humanitarian support in Ukraine (a request they have brought to us) • Peace Vigils: as we have been doing each weekend. • “Friends” Programme: Where we will link Ukrainians with Romanians to help them learn Romanian and know more about the city and have a connection here 4. Coordination of Humanitarian Response & Refugee Support We will also continue playing our key role in supporting coordination of response amongst civil, government and community actors (eg including businesses, student organizations, cultural organizations and others) SCOPE OF WORK From the first days of the invasion we have been responding to requests for emergency and life-saving medical and non-medical (food, clothing, generators and other civilian supplies) in Ukraine. All for Ukraine Global Humanitarian Response & Refugee Support has set up a system whereby we: 1. Verify and vet requesting institutions in Ukraine: These include medical institutions (hospitals) and humanitarian distribution and coordination centers – including both state and civil society partners. Partners are vetted to ensure: • They are authentic institutions • They are able to properly manage and guarantee 100% use of received supplies and goods for: i. The purposes for which they have been delivered; and ii. Exclusive civilian humanitarian use; 2. Organise and coordinate storage, transport and distribution logistics: A warehouse and transport system has been set up where we use a receiving warehouse in Cluj-Napoca (free of charge); arrange direct transfer from our warehouse to receiving partners in Ukraine; coordinate and arrange distribution and use of supplies with partners in Ukraine 3. Track and Trace: All stages of the humanitarian supply chain from receiving and verifying the order to purchasing the order, transporting the order and delivery of the order to humanitarian partners in Ukraine are tracked and traced to ensure 100% accountability and proper use of all humanitarian supplies. Responding in Real Time to Identified & Verified Needs All for Ukraine receives daily requests from hospitals, humanitarian distribution centers and civil society organizations supporting shelters and food distribution to IDPs in Ukraine. These requests (orders) are vetted and verified by our Ukraine Contact Team and Humanitarian Supply Team. Once orders have been verified, contracts are made with each partner to specifiy the scope, amount and purpose of each aid shipment. Shipments are then coordinated with receiving partners with up to 20 shipments per week. Exact goods provided and where they are sent to vary daily and weekly depending upon areas of priority/urgency and need on the ground. Who we support: Civilians – PEOPLE – in Need Our priority populations for humanitarian aid include: • Civilians directly affected by the war, either as war wounded, displaced peoples, or civilians in need in areas under attack Our aid is 100% directed towards civilians with proper safeguarding in place to ensure tracking of aid supplies from point of origin to use by civilian recipients and to guarantee 100% of the aid we provide reaches those in need and is not misused.
