Mission Statement
"Committed to empowering those in need" The mission and purpose of Phoenix Community Care is to offer care, education and training within an environment which empowers and supports. Providing best practice, quality and safe care which is person centred. The core values which underpin the mission and the provision of services at Phoenix Community Care are reflected in the support given to individuals using our services. Introduction Phoenix Community Care runs a fostering service as part of its overall provision for young people and young adults offering high quality support, accommodation and education (where this is an assessed need & an agreement is made regarding additional costs). PCC was established in 1999 as a not-for-profit organisation. Initially our focus was to provide a service for unaccompanied minors seeking asylum (which we identified as an often overlooked and misunderstood area needing specialist support and care). Responding to the request of a Local Authority, for whom we are the main provider of semi-independent accommodation and support for older young people, we set up a fostering agency specifically for unaccompanied minors who could thereby benefit from our considerable experience and expertise. This has resulted in us being able to offer an inclusive service to these young people, i.e; • Accommodation suitable to their needs and age • Placements that have considerable understanding of their experiences and can therefore offer sensitively appropriate support and practical advice. • An ESOL (English Speakers of other Languages) school which can be offered as and when appropriate. • An innovative Life skills course delivered by our key workers and social workers to enable young people to be independent and successful in the modern world. • A seamless service for young people moving from fostering to supported lodgings. Our Fostering Agency has now developed beyond this brief to include placing mainstream children and young people with our growing number of foster carers. PCC takes very seriously its responsibility in providing children and young people with the very best possible care when being placed with one of our foster carers. Our emphasis is on quality, commitment and kindness. This is reflected in our: • Stringent selection of which applicants we take through assessment. • A comprehensive preparation course which addresses ‘Foster care standards’ and the ‘Working Together to Safeguard Children 2015’ (incorporating ‘Every Child matters’). • A high-quality assessment of carers. • High quality on-going support, supervision, training and development of approved carers. • 24-hour support, 7 days per week support for carers We consider that foster carers generally, and our carers, are very special people who have chosen to enhance the wellbeing, emotional stability and life chances of children and young people they care for. We consider that they are a highly valued resource who, in order to do their job to the best of their ability, require excellent management, support, training and development. Our agency takes seriously the responsibility to provide this. Alongside this we ensure that we approve carers who wish to, and understand how to, work in partnership with parents / birth families as well as placing Local Authorities. We place great importance on safeguarding any child placed through our agency. To this end we ensure that our carers are fully aware of and trained in ‘Safer Caring’ and understand their responsibility and role in this area. Our supervision of carers reflects this priority and monitoring their practice in this area is of paramount importance to us. We support the principle of ‘placement choice’ and the placing of children within their own ethnic, cultural and religious birth family experience whenever possible. To this end we work to ever expand and value the diversity of our foster carers.
About This Cause
Phoenix Community Care became a registered company in 1999, number 3798480. The purpose of the company is to provide education, accommodation, training and appropriate support for people in need. Phoenix Community Care is managed by a Board of Directors. The Registered Manager, Pauline Hawkes holds overall responsibility for all aspects of this work. She is qualified as a “Registered Manager”, NVQ level 4. She also has 15 years previous experience as an “Enhanced’ Foster Carer with Haringey Social Services. The Board of Directors have executive responsibility for the execution and monitoring of the care that is provided to the service users and the Local Authorities working closely with Ofsted, Health and Care Professions Council, Pan London and the managers from Local Authority’s Social Services. The charity is overseen by a board of Trustees who are also the board of directors for the not-for-profit company PCC has implemented an advisory board and will strengthen this going forward throughout 2018/2019 At the moment we have three Advisors they are as follows: Mr Ziya Meril BA Hons from Brunel University in London, MDiv from International School of Theology in the Philippines, MSc in Sociology from the London School of Economics and is a PhD in political science from the University of Cambridge.[3] Mr Andy Smith Founder and CEO of Regenerate UK, a charity working with young people in South London Amanda Gray Master of Laws (LLM), International Human Rights Law, Graduate Diploma of Legal Practice, Law, LLB (Honours), Law Services Provided Supported Housing – For service users who require low, medium or high support and accommodation - UASC’s 18+ vulnerable adults and those leaving the care system but need support. Foster Care – Young people aged between 0 – 18 years of age, requiring foster care within a family home – specialist in asylum care but dealing with main stream requirements. To provide a range of fostering placements to meet the need of young people and children and to include emergency and planned short break, bridging, short term, long term and permanent placements for children and young people aged 0 to 17. We facilitate child and parent placements with parents under and over 18 years of age. We are a registered FC service who look for a range of placements and where appropriate we would facilitate adoption through permanence. Supported Lodgings – this programme works alongside foster care however it is for youngsters who are 16+ who need support prior to full independence and will be placed with carers who have gone through PCC’s vetting and training programme, which works in tandem with foster carer. We have all of the paper work organised for this programme – it depends on LA’s if they want to take advantage of our offer. Education / Training – Service users can access ESOL training, and life skills. The life skills course is delivered by our staff and certified by OCR (Oxford Cambridge Royal Society of Arts). Fundraising and Events – Through Phoenix Community Care Charity we can organise events aimed at enriching the lives of our service users and those of the wider community. Children’s Champion – In 2016, PCC introduced a new concept of ‘Children’s Champion’ which is handled by one of our senior Social Workers supporting both foster children in placement and birth children. This Social Worker is not directly working with the foster families so is a special addition to the team supporting the foster home. This has given the agency better information in terms of helping both the foster children and birth children in our foster families. It is appreciated by both foster children and birth children.
