Mission Statement
Waldo Community Action Partners (WCAP), founded in 1965, is a charitable, educational, private non-profit organization located in Belfast, Maine. Every year we serve more than 5,800 people, most of which fall under the 200% Federal Poverty Limit. To reduce poverty and build a stronger community, WCAP works to better focus available local, state, private, and federal resources, empower individuals and families to acquire useful skills and knowledge, gain access to new opportunities and achieve economic independence and self-reliance. The mission of WCAP is “Building strong families and communities by empowering people to achieve economic independence and self-reliance”.
About This Cause
We are organized with a tripartite board of directors that includes democratically elected representatives from the low-income sector, public officials and representatives of local business, industry, labor, religious, social welfare, and other private groups. Every year, we serve more than 5,800 people in Waldo County through transportation, Head Start and Early Head Start and Early Childhood Programs, energy, housing, and other community assistance programs. The value of services provided to Waldo County are estimated to be $9,392,094 annually. WCAP serves more than 15% of Waldo County’s 39,000 residents. The majority of our clients fall under the 200% Federal Poverty Limit (97%) and 28% of them have a disabling condition. Of those reporting, 60% have Medicaid as their health insurance. Our programs include: TRANSPORTATION SERVICES WCAP provides transportation services to residents of Waldo, Knox, Lincoln, and Sagadahoc counties as well as the communities of Brunswick and Harpswell through its MidCoast Public Transportation and MidCoast Connector Maine Care transportation programs. These services provide access for community members to medical services, work, shopping, social events and more. EARLY CHILDHOOD WCAP Early Childhood Program serves children and families in the Waldo County. We work with children ages birth to five years old, as well as pregnant mothers. Services are delivered through a home visiting model, pre-k collaborations with area school districts, and our centers in Belfast and Searsport. All programming is provided at no cost to the recipients, though some programs have income guidelines. In 2020, we delivered a food service program for use during school closures to ensure families with children had access to nutritious food. Ten summer community food distribution sites delivered/served 7,503 grab-and-go meals over an eight-week period. ENERGY SERVICES WCAP’s energy services program utilizes federal funds to meet the energy needs of vulnerable individuals as much as possible. For example, WCAP provides emergency fuel assistance by filling oil tanks, purchasing wood, and providing utility payments so clients can have use of their phones and electricity. HOUSING SERVICES WCAP’s home repair program focuses on home maintenance, including repairing and replacing roofs and central heating systems, replacing above ground fuel tanks, and installing heat pumps. The program also works on septic systems, wells, windows and doors, entrances, handicap ramps, and weatherization. In 2020, housing staff helped hundreds of households obtain thousands of dollars in rental assistance. Landlords’ participation in this program ensured these families were safe from eviction for non-payment of rent for a full year. RESOURCE ADVOCACY WCAP Resource Advocacy is designed to ensure a successful pathway toward permanent economic security for all its program participants. COMMUNITY PARTNERSHIP WCAP develops partnerships with other community organizations, involves low-income clients in the agency's operations, and administers a full range of coordinated programs designed to have a measurable impact on poverty. Some of our community programs include: • The Heroes 4 Hunger food box project, which provides holiday meals to families in need. • The Neighbor for Neighbor coalition, led by WCAP. Organizations and groups in Waldo County work together to provide holiday gifts and winter clothing to children in Waldo County. • The Cinderella Project, which provides free prom dress to students throughout Maine.
