For over 30 years, the Center for Employment Opportunities (CEO) has offered immediate, effective and comprehensive employment services to individuals coming home from prison. CEO’s program helps participants gain the workplace skills and confidence needed for a successful transition to a stable, productive life. CEO believes that everyone, regardless of their past, deserves the chance to work toward a stronger future for themselves, their families, and their communities.

About This Cause

The United States incarcerates more people than any country in the world; around 2.4 million at last count. Half this “adult” prison population is under thirty years old; more than 600,000 are young adults between the ages of 18 and 25. This morning, seven million children woke up across the country with a parent in jail or prison or living under criminal justice supervision. At CEO, our mission is to turn those statistics around and break the cycle of incarceration through a proven employment model. CEO’s vision is that anyone returning from prison who wants to work has the preparation and support needed to find a job and stay attached the labor force. This creates safer communities and healthier individuals and families, all at a fraction of the cost of incarceration. CEO’s model has four parts that work together to provide immediate paid employment that leads to full time jobs. Our model begins with a brief job readiness training program that helps people prepare for job interviews and addresses practical issues like obtaining work documents. It is also, critically, a time when our clients can get the peer support they need during their fragile, often disorienting, first days home. After one week, participants enroll in CEO’s crew-based paid transitional employment program that offers immediate work for immediate pay and helps build basic work skills. Simultaneously, they receive one-on-one job counseling by a team of coaches and employment specialists who connect them to appropriate full-time employers. Once placed in a full time job, clients receive a full year of follow up services including incentives and career counseling. CEO’s model has been rigorously evaluated. A Randomized Control Trial Study by MDRC found that CEO reduced re-arrests, reconviction, and re-incarceration of recently released individuals by statistically significant margins of 16-25% in the three years following release from prison. Among participants assessed as high risk for re-incarceration, CEO’s program was especially effective, producing a 30% reduction in prison bed days. MDRC deemed these results “rare” for studies of this kind. The New York State Department of Criminal Justice Services completed two quasi-experimental evaluations of its reentry service providers. Evaluators measured employment and recidivism outcomes among CEO participants and found that 3 years post-release CEO participants were employed at 48% higher than their comparison group. Recidivism impacts were consistent with the prior MDRC study findings.
