Mission Statement

Ensaaf is a nonprofit organization working to end impunity and achieve justice for mass state crimes in India, with a focus on Punjab, by documenting abuses, bringing perpetrators to justice, and organizing survivors.

About This Cause

Ensaaf aims to build an Indian society based on the rule of law and respect for fundamental human rights, where all individuals live with freedom and dignity. No individual or community can live with freedom and dignity unless the rights to life, liberty, and justice are protected and enforced. Ensaaf has established an international reputation for innovative and effective advocacy, setting significant milestones for Punjab human rights. Background to Issues: From 1984 to 1995, Indian security forces committed widespread and systematic human rights abuses in Punjab, including torture, disappearances, and extrajudicial executions of tens of thousands of Sikhs, as part of their counterinsurgency campaign against a militant self-determination movement. Human Rights Watch and Physicians for Human Rights described the government’s operations as “the most extreme example of a policy in which the end appeared to justify any and all means, including torture and murder.” Security forces disposed of the victims’ bodies by secretly cremating, dismembering and dispersing, or dumping them in canals. Human rights activist Jaswant Singh Khalra exposed thousands of secret cremations in Amritsar district alone, then one of 13 districts in Punjab, leading India’s Supreme Court to find a “flagrant violation of human rights on a mass scale.” None of the senior perpetrators, including the architects of the policies, have been brought to justice. Our primary objectives are: • Documenting all disappearances and unlawful killings in Punjab; • Holding the primary architects of these disappearances and killings accountable; and • Educating and organizing the public on the issues of truth, justice, and reparations for mass state crimes in Punjab. We also build the capacity of activists in India and leverage our international advisory board to assist crucial cases that will set precedents on superior responsibility and reparations law in India.
