Mission Statement

Allies Inc.’s mission is that Allies’ progressive services foster independence for children and adults with diverse needs by building bridges between challenge and opportunity. With that in mind, Allies envisions a world where limitation does not distinguish nor define and therefore provides an array of services throughout the state of New Jersey that encompass the mission and vision. Allies’ long term plan includes an expansion of services to include an all-encompassing view of health for individuals with disabilities. The agency plans to expand services beyond what is currently being provided to also include mental health, children and medical services. In addition, Allies is diligently working to expand employment services through our “supports program” and day habilitation settings. As the agency grows these departments, Allies will also extend their reach throughout the tristate area.

About This Cause

In 1999, Allies was founded with the purpose of finding the absolute best homes and providing the highest quality support services to enhance not only the physical, but the social and emotional lives of people with special needs as well. At Allies, we support the whole person by providing pathways to independence and finding the right experience for each person. In a very short period of time, Allies had grown from two volunteers to a vibrant organization today with over 1,100 employees state-wide that are devoted to helping people with special needs achieve their dreams. We have built a strong network of programs and services that provide people with disabilities the support they need to achieve independent and full lives. By helping people with special needs find comfortable housing and become active participants in their community, find meaningful work experiences that accentuate their abilities, as well as an array of person centered support to enhance one’s quality of life. Allies also believes in giving back to the community and therefore created a sustainable and innovative farming initiative which assists adults with disabilities, as well as provides produce to Trenton Food banks. The Project Grow farm is located on the Mercer County College Campus, where our Mercer Adult Day Program is also located. In total, we have 5 adult day programs that include a store front that provides community inclusion, prevocational skill building and vocational opportunities. In addition, all proceeds are used to benefit the lives of adults and children with disabilities. Our population served, is referred to us by the New Jersey Division of Developmental Disabilities (DDD) under the Department of Human Services (DHS) and the Children’s System of Care (CSOC) under the Department of Children and Families (DCF). All DDD programs serve adults and all CSOC programs serve adolescents. Allies is currently funded through two different modes: • DDD services are currently funded through a cost reimbursement model where an annual contract ceiling is established and one-twelve of the cost is received by the Agency from the Department of the Treasury. This contract is reconciled quarterly through budget modifications submitted to the DDD Contract Administrator. The contract reimbursement model has been determined as an outmoded system; the new Comprehensive Waiver in New Jersey implements a fee-for-service system where the Agency bills Medicaid through a fiscal intermediary (Molina). This system is pending; DDD continues to update the Agency. A pilot is currently in process for a small sampling of our claims through “Cohort I and Cohort II”. Other than the small sampling pilot, the Agency does not directly bill Medicaid for its DDD programs. • CSOC services are directly billed through Molina under the fee-for-service model where treatment data entered into Performcare is used to build claims through the fiscal intermediary (Molina). Our Agency provides the following services: A. Community-based Residential Services providing in and out of home supports. In home supports are defined as services where Agency staff implement a plan of care in the Individual’s home. Out of home supports as defined as where Agency staff implements a plan of care in a property owned or rented by the Agency. 1. Supports definitions (from the most intense to the least restrictive): DDD Programs- a. Group Homes (GH)-Licensed under the DHS Office of Licensing under NJAC 10:44a. Staffing is usually provided 24 hours a day, 7 days a week; up to 6 individuals are served. b. Supervised Apartments (SA)-Licensed under the DHS Office of Licensing under NJAC 10:44a. Supports are similar to those provided in a Group Home where staffing may be provided up to 24 hours a day, 7 days a week; up to 3 individuals are served. c. Supported Living (SL)-May be licensed under the DHS Office of Licensing under NJAC 10:44a. Staffing is usually provided as determined by the supervision need in the Individual’s Plan of Care; up to 2 individuals are served. Multiple locations may exist in separate geographic areas with one SL designation. d. Community Living Supports-(CL)-Not licensed. Staffing is usually provided as determined by the supervision need in the Individual’s Plan of Care; usually one individual is served. Multiple locations may exist in separate geographic areas with one CL designation. e. Supported Housing-(SH)-Not licensed. Staffing is usually provided as determined by the supervision need in the Individual’s Plan of Care; up to 3 individuals can be served in each residential location. This program is implemented at the Agency in an accessible housing complex where staff is available in the building at all times. The Agency currently rents 13 apartments in this building. Each DDD residential program is developed to adequately meet the functioning range of Individuals referred. The most intense programs usually serve people with significant medical and/or behavioral support needs. The least intense programs serve those who can function in the community with minimal supports. Individuals requiring the most intense supports are eligible for waiverable services through the NJ Community Care Waiver; those requiring less intensive supports are eligible for waiverable services through the Supports Waiver. Both waivers are part of the drafted NJ Comprehensive Waiver. Needs determination is established through the New Jersey Comprehensive Assessment Tool (NJCAT). 2. DCF/CSOC Programs- a. Intensive Residential Treatment Services (IRTS)-Licensed by the NJ Department of Children and Families under NJAC 10:127, 128. This program, in Flemington provides intense services for intellectually and Developmentally Disabled Youth, who receive trauma informed care. This program serves as a “step-down” unit from a psychiatric admission and serves up to 5 Youth. The Agency bills claims directly through Molina to Medicaid. b. Intensive In-Home Clinical Services (IIH-C)- Similar to the IRTS program but provided at the Youth’s home in the community. B. Site and Community-Based Day Services providing traditional Day Habilitation and Employment Preparedness skill development through a hybrid of main street entrepreneurial businesses (Greensleeves) and traditional day programming. These programs are coded as Adult Training (AT) and are funded at either a Special Needs or Regular Needs Rate. Funding is determined by the intensity of needs for the Individual. Allies currently operates 6 sites: 1. Greensleeves Boutique Somerville (AT1071, AT1071SN)- An upscale consignment and upcycling business on Main Street in Somerville, where Individuals learn customer service skills and environmental stewardship initiatives, as well as improving social skills and activities of daily living (ADLs). 2. Greensleeves Bakery Flemington (AT4071) - A bakery and an antique/collectible retail establishment where Individuals learn food preparation, customer service skills, as well as improving social skills and activities of daily living (ADLs). 3. Mercer Day Hamilton (AT4053) – A site and community based day program, developed in partnership with the Mercer County Special Services District (Mercer Junior/Senior High School). Individuals learn community integration skills, social skills, job preparedness skills and activities of daily living (ADLs). 4. Greensleeves Mount Holly (AT3059) - A baked goods/coffee shop and thrift retail establishment where individuals learn retail skills, customer service skills, social skills and activities of daily living (ADLs). 5. Greensleeves Shore Day Barnegat (AT4074) –A retail establishment with a New Jersey Shore theme where individuals learn retail skills, customer service skills, social skills and activities of daily living (ADLs). C. School to Adult Life Transition Services, providing employment preparedness training to high school students served within their school district determined eligible through their child study team. Our agency fulfills individualized contracts to support students in learning on-the-job skills in the community during the school day. Our agency also provides the linkage to the New Jersey Division of Vocational Rehabilitation (DVR). These services are funded directly by the school district at an hourly rate for supports and transportation. D. Additional Services: 1. Music Therapy/Social Group-funded internally. 2. Tuesday Social Group-funded internally, an additional $2 fee per attendee is collected. 3. Discounted group trips to local activities (Broadway Shows, sporting events, etc.). 4. Faith and Light-A faith-based social group held at a local church. 5. Self-Advocacy Group-Held at the Agency Headquarters.
