Mission Statement

To empower families and engage the community to pursue innovative and effective solutions to break the cycle of poverty.

About This Cause

SCCAP has been the human services hub in Adams and Franklin Counties since its inception as part of the war on poverty in 1965. SCCAP is a 501(c)(3) private non-profit with a tri-part board made up of community members, political appointees and low-income individuals. SCCAP’s mission is to empower families and engage the community in pursuing innovative and effective solutions to break the cycle of poverty. SCCAP serves more than 32,000 individuals across our service area, 6,120 families from Adams County (15,728 individuals). Of those families, 88% of families have at least one employed adult, 16% are seniors. SCCAP has a focus on supporting diversity and inclusion and works at all levels of the organization we are embracing and welcoming diversity because we know that by having diverse perspectives and life experiences, we are all better able to work to develop and implement effective solutions that strengthen our community. The agency has a long history of providing services to families in the community. We are seen as the “One Stop Shop” providing multiple services that families need in order to transition to self-sufficiency. It is not only the provision of services but also how we provide those services that is critical. We are a relationship based organization - we want to know the families we serve. We want to understand their goals and help them create their own future story and then provide appropriate supports to help them reach their goals. In the past 7 years, our annual client survey which is made up of nearly 2,000 respondents, the question "I was treated with respect by staff and volunteers" has a 99% positive rating. We believe this, combined with our continuous improvement processes allows us to be agile and motivated to meet the changing needs in our community. SCCAP Provides the following services or initiatives: • Circles of Support - an initiative pairing families with community volunteers aimed at helping families become self-sufficient • The Work Ready Program - a DPW initiative assisting families in overcoming barriers so that they can get and keep employment • Relief and Resources - our Family Services program helping families obtain or maintain safe affordable housing through rental assistance, eviction avoidance, prevention of car repossessions and items needed to improve or maintain employability. • The Adams and Franklin County Homeless Shelters - assists homeless families and individuals in removing the barriers that caused their homelessness and helping them obtain safe, affordable housing • Food Pantries - one in each main office, as well as, satellites throughout the counties • The Gleaning Project – rescues more than 500,000 pounds of produce that would have gone unused and distributes it to food insecure individuals across our community. • Emergency Services - is a program that assists low income families with emergency needs such as utility assistance, medication or other necessary items • The WIC Program - which provides basic health screenings for pregnant and nursing mothers, as well as, infants and children up to 5 year old, and provides nutritional supplemental food • The Breast Feeding Peer Support Group - a group of moms who support other new moms as they endeavor to breast feed their children. • Early Learning Resource Centers – Offering Resource and Referral Services related to Early Childhood education as well as subsidizing the cost of child care for low wage earners who are working more than 20 hours per week. • Weatherization - is a program focused on energy reduction education combined analyzing energy usage and making energy conservation efficiencies such as insulating attic or basement, etc… • Martin Luther King Jr. Career Aid Project - provides small scholarships to help low income individuals improve their skills or education • Franklin Together, the Franklin County Reentry Coalition – SCCAP coordinates this community engagement initiative aimed at bringing all the various groups working on re-entry services and ministries together to coordinate programming to more effectively meet the needs of returning citizens to reduce recidivism. • @Home in Adams County – SCCAP coordinates the community engagement initiative focused on coordinating resources, advocating and developing solutions to the most complex issues facing Adams County residents: affordable housing, transportation and livable wages. • Trainings and Poverty Simulations – SCCAP has a number of staff with certifications and expertise on subjects related to poverty, inclusion, diversity and social determinants of health and we provide free training and collaborative workshops to community providers, the faith community, businesses and education. This combination of programs allows families to fill other gaps that either help stabilize their lives or help them work toward self-sufficiency. Having so many programs in one locale, enables families to come to one building and work with staff who both see the bigger picture and who can make effective referrals, and actually walk the client down the hall to make the connection. We see our role as helping to support the social infrastructure and strengthening families and the community. We strongly believe that the more we work together, not only internally with other programs but with our community partners and funders, the better results we can have and the more successful we can be in helping families move off of governmental benefits.
