Mission Statement
The Neighborhood Community Development Fund provides financing and technical assistance to revitalize underserved communities in Allegheny County. We invest in small businesses, affordable housing, neighborhood commercial real estate, community facilities and energy efficiency to foster economic equity, sustainable opportunities, and racial equity for all.
About This Cause
NCDF has operated as a proactive, community-focused Community Development Financial Institution (CDFI) since its founding 25 years ago on Pittsburgh’s Northside. In 2022, it expanded to serve all of Allegheny County, PA. NCDF’s Target Market includes Investment Areas (IA), and Low-Income Targeted Populations (LITP) throughout the county. Programs & Services NCDF delivers comprehensive services tailored to underserved small business owners including: 1. Technical Assistance (TA): Business planning, bookkeeping and marketing support, and site selection. 2. Microenterprise Loans: Start-up capital for new disadvantaged entrepreneurs. 3. Business Expansion Loans: Flexible capital for equipment, inventory, real estate, construction, and leasehold improvements. 4. Real Estate Development Financing: Loans for residential/commercial development in low-income areas 5. One-on-One Counseling: Online and in-person help with HR activities and government contracts. 6. Training Programs: In partnership with Riverside Center for Innovation, University of Pittsburgh and Duquesne University Small Business Development Centers, and Chatham University Center for Women’s Entrepreneurship 7. Mini-Grants: To support bookkeeping or marketing activities. NCDF also facilitates networking opportunities and referrals to cohort groups such as Entrepreneurs Forever. Community Partnerships: NCDF contracts with trusted grassroots partners for outreach, referral, and activity delivery in underserved communities. Access to Capital The Neighborhood Community Development Fund (NCDF) emphasizes social and environmental goals. Notable achievements in these areas encompass: 1. Economic Empowerment Funding Accessibility: NCDF programs and resources are tailored to enhance economic opportunities within our neighborhoods. Our objective is to boost local economic development, empower entrepreneurs, revitalize communities, promote social inclusion, and encourage community involvement. Job Creation: Our initiatives aim at reducing poverty, improving financial stability for small businesses, individuals, and families, fostering social integration, lowering crime rates, and enhancing mental health. Wealth Building: NCDF’s efforts focus on increasing job opportunities through support for small enterprises, affordable housing, development of community facilities, and economic resilience for low-to-moderate-income (LMI) communities. We also seek to fortify the financial health of small businesses, community facilities, and families who might be underserved by traditional financial institutions. 2. Improved Local Services: NCDF programs are dedicated to enhancing housing stability and accessibility to essential services, thereby cultivating stronger and more resilient neighborhoods. 3. Environmental Sustainability Sustainable Construction Initiatives: NCDF promotes reduced energy use, improved indoor air quality, and decreased carbon emissions, contributing to a healthier and more sustainable environment. Promotion of Sustainable Business Practices: NCDF advocates for lower greenhouse gas emissions, conservation of resources, and the integration of renewable energy solutions. 4. Financial Inclusion Credit Access for Underserved Communities: Our initiatives empower small businesses to start or expand, leading to job creation and increased incomes. Our mission is to provide a safety net for businesses, enhancing their resilience, empowering underserved enterprises, and breaking cycles of inequality. Financial Education: NCDF initiatives are designed to help small businesses improve their decision-making, planning, and operations to boost profitability. 5.
