Mission Statement
West CAP is a community action agency working with low-income families and their communities in Barron, Chippewa, Dunn, Pepin, Pierce, Polk and St. Croix Counties in western Wisconsin. West CAP holds a fundamental belief – that poverty is an unnecessary condition in a wealthy nation such as the United States; poverty is a condition experienced by too many American citizens, especially women and children. Many people are sufficiently resilient to work their way out of poverty, given the opportunity. Others have lost resiliency and need a helping hand to recognize their innate strengths and capacities. The overarching goal of West CAP is to provide opportunities and programs that relieve the hardships of poverty, support personal and family development, and promote economic opportunity.
About This Cause
West CAP offers several programs in our seven county service territory to alleviate the effects of poverty and to increase self-sufficiency for low-income families. Housing Assistance programs help low-income families by providing a continuum of housing options from supportive housing for persons experiencing homelessness to long term subsidized housing. Housing assistance staff members work to match individuals and families with available program funds and other community resources. The Food Access and Resources Program addresses the issue of food security and support for local food production in our communities through a variety of programs. • The Emergency Food Assistance Program – staff support and food distribution assistance to 26 community-based food pantries, 4 shelters and 1 soup kitchen in west central Wisconsin, including West CAP’s food pantry in Boyceville. • Senior Farmers Market Vouchers – vouchers for low-income senior households to utilize at certified farmers markets and roadside stands. • Commodity Supplemental Food Program – packages of nutritious foods delivered monthly to low-income senior households. • Menomonie Farmers Market – management and coordination of summer and winter farmers markets for over 40 mostly low-income vendors. Community Housing Development provides development and asset management of affordable housing units throughout the West CAP service area. Through partnerships with private for-profit businesses and non-profit groups West CAP has developed, acquired or renovated 512 units of housing across our service territory and outside our service area in Phillips, Wisconsin and Oskaloosa, Iowa. Weatherization offers a range of services, including insulation and minor repairs. Each home or apartment receives a technical assessment and weatherization work to provide more efficient use of utilities including: insulation of attics, walls and floors; repair or replacement of furnaces; computerized energy audits; air infiltration testing; and a general health and safety inspection. The Wisconsin Home Energy Assistance Program (WHEAP) provides assistance for heating costs, electric costs, and energy crisis situations. West CAP administers this program for St. Croix and Pepin Counties. Utility payments are made directly from the State of Wisconsin to vendors or customers. JumpStart Transportation helps low income families solve their essential job and family transportation needs by assisting in the purchase of good quality, fuel-efficient cars. JumpStart assistance includes: • Finding the right car at a reduced price • Obtaining financing from a local lending institution • Establishing a fund to cover major repair expenses • Preventative maintenance training Adult Education programs cover a range of services for adults wanting to increase their education and work opportunities. The Literacy Program provides assistance to improve literacy skills for personal, educational or job related goals. The Skills Enhancement Program offers financial assistance and case management for low-wage workers enrolling in short-term training to increase job skills and benefits. Career counseling and help with resumes help increase the participant's success in finding living wage jobs.
