Emma Norton Services works to combat poverty in our community by providing housing and supportive services to women and children experiencing homelessness.

About This Cause

ENS works with homeless women and families who have the added challenges of mental illness, chemical dependency, or both. ENS operates two site-based housing facilities: Emma Norton Residence in Saint Paul, Minnesota, which serves single adult women, and Emma’s Place in Maplewood, Minnesota, which serves families with children. Both facilities offer critical case management services to treat mental health and chemical dependency, provide education and employment assistance, and connect residents to other health and human resources. Treatment at both locations is designed to address the whole person and ENS coordinates care across systems so all needs are met effectively, efficiently, and compassionately. Emma Norton Residence Emma Norton Residence provides group residential, permanent housing to accommodate up to 50 women who are homeless or at-risk of becoming homeless and managing mental illness and/or chemical dependency. We work one-on-one with residents to develop stability plans that revolve around self-identified goals. These plans are often focused on reducing barriers to self-sufficiency, including accessing stable, affordable permanent housing; seeking education; increasing income through benefits or employment; expunging criminal charges or unlawful detainers; and mitigating the effects of mental illness or chemical dependency. We assist residents in working towards these goals and make referrals to outside agencies as necessary. Staff support is available 24/7 and meals are provided. Emma’s Place Emma's Place has 13 townhomes, providing affordable, permanent, supportive housing for single-parent families (typically a mother) with three or more children, who were formerly homeless, and who have at least one family member in recovery from mental illness or chemical dependency, or who has a physical disability. Emma’s Place is a unique, permanent housing option because it has the capacity to serve larger families and offers ample room for a family to grow and advance in a positive direction. Townhomes have three or four bedrooms, two bathrooms, a washer and dryer, a full kitchen, and share a playground, basketball hoops, abundant outdoor space, community center and computer lab. Emma’s Place offers critical case management services to treat mental health and chemical dependency, provides education and employment assistance, and connects residents to other health and human services. Families at Emma’s Place often have backgrounds of intergenerational poverty and homelessness, and many issues to resolve to achieve stabilization and independence. Because of the struggles experienced by their parents, the children in these families face multiple barriers to academic achievement and positive social and civic engagement. Emma’s Place provides out-of-poverty training for the whole family, and a stable place for families to improve their lives and begin working and contributing to the community. While Emma’s Place primarily serves female single parent families, we do serve men and their families as well. Scattered-Site Housing Scattered-site programs are designed to give women, families and single adult clients independence while they continue to receive support on their journey to self-sufficiency. Through a supportive housing model, ENS addresses the economic, health and social conditions that affect stability, improving the health and wellness of our residents, and increases their potential to contribute to community vitality in the future as they move from living in housing owned and operated by Emma Norton Services to rental units with private landlords in the community. Two major funders – Ramsey County and the United Way – provided the foundation for launching two programs aimed at creating more affordable housing opportunities for women and families. In July 2016, Ramsey County awarded an additional contract to provide continuous rental subsidies and client support service funds for a scattered-site program serving single adult women in 2017. The new program will provide permanent supportive housing for up to 50 long-term homeless single adult clients, with an initial caseload of 15 in 2017 and a target to reach full capacity (50) by the end of 2019. ENS also has a separate program for scattered-site housing for families, which is funded by a three-year United Way grant. We currently have three families living in the community with case managers providing transition services, and another four families looking for rental units.
