Mission Statement

The Meadows Mental Health Policy Institute provides independent, nonpartisan, data-driven, and trusted policy and program guidance that creates equitable systemic changes so all Texans can obtain effective, efficient behavioral health care when and where they need it.

About This Cause

The vision of the Meadows Mental Health Policy Institute (the Meadows Institute) is for Texas to be the national leader in treating all people with mental health needs. Our work is guided by seven strategic priorities: 1. Improve policy at the state and federal levels. 2. Develop local behavioral health systems across Texas. 3. Identify, share, and promote outcome-driven behavioral health strategies to take population-level best practices to scale. 4. Help funders of care better implement best practices. 5. Improve university and higher education capacity to advance mental and brain health. 6. Advance health equity to reduce mental health disparities for all Texans. 7. Change public awareness to improve access to effective mental health care. Since its founding in 2014, the Meadows Institute has strategically expanded to add several regional and specialized centers that allow us to further engage with, learn from, and impact local communities: • In 2018, we established The Hackett Center for Mental Health in Houston as our first regional center, followed by the launch of the Paso del Norte Center in El Paso in 2021. • In 2019, we partnered with the University of North Texas – Dallas to reimagine the Caruth Police Institute to focus on improving the mental health response and mental wellness of law enforcement across Texas and nationally. • In 2020, the Meadows Institute further expanded its portfolio of services by welcoming the Trauma and Grief Center, which provides expertise in trauma- and grief-informed care to youth-serving organizations in Texas and beyond. • In 2021, we realigned our justice work within a new Center for Justice and Health and our children’s and education work within a new Center for Child and Family Wellness. • In early 2022, we added a Chief Policy Officer based in Washington, DC, and a Chief Innovation Officer focused on positioning Texas nationally. The Meadows Institute tracks its impact across all its strategic priorities. We are particularly proud of our work to identify systemic mental health issues and develop effective policy solutions. Over the last decade, we have worked with leaders across state government to increase behavioral health funding in Texas by 33% (over $1 billion a year) and helped legislators find and strategically align over $3 billion more in a cross-agency strategic plan. Across our history, 78 of 86 Institute priorities were passed and enacted. Just in the most recent Legislative session (2021), the Texas legislature appropriated $8.44 billion to behavioral health, an increase of about $350 million. In addition, while only 15.5 percent of all bills passed, 100% of the bills identified prioritized by the Meadows Institute were signed into law.
