The vision of Hemisfair is to redevelop the site of the 1968 World's Fair and create a series of beloved urban parks embraced by a vibrant walkable neighborhood. Hemisfair will be an urban oasis that improves the quality of life for San Antonians and is celebrated by the whole community. The mission of the Hemisfair Conservancy is to serve as a powerful conduit of philanthropy to elevate San Antonio by ensuring exceptional quality and longevity of the Hemisfair public spaces and their amenities for generations. About This Cause
Hemisfair Park Area Redevelopment Corporation (HPARC) and the Hemisfair Conservancy are working together to develop a world-class, 40-acre urban parks district in the heart of downtown San Antonio. Once the site of the 1968 World’s Fair, Hemisfair is becoming a vibrant, diverse and socially-connected neighborhood, and a leading example of the downtown of the future. Hemisfair belongs to everyone (85% of our park visitors are locals of every age, ability and income level). The Hemisfair Conservancy serves as a powerful conduit of philanthropy to elevate San Antonio by ensuring exceptional quality and longevity of the Hemisfair public spaces and their amenities for generations. The Conservancy's overall role is to raise philanthropic dollars for park construction and operations, community programming, environmental initiatives, historic preservation and an endowment to sustain the parks for generations. Tremendous care has gone into designing park spaces that exceed accessibility criteria, ensuring Hemisfair is a place for people of all ages and abilities to relax, play, learn, exercise, celebrate and, above all, be inspired. Hemisfair's Master Plan is centered around a series of three parks: Yanaguana Garden (opened in 2015), Civic Park (Phase I, under construction, to open in 2023), and Tower Park (plans include improving and activating the existing space in 2023). All three phases have a major park component surrounded by public-private partnership (P3) mixed-use developments. Each phase has its own unique design while remaining true to the character and charm of San Antonio. Equally important as the community connectivity, is the unique financial model resulting from this partnership. Revenue streams generated by leases from the district’s P3 developments are dedicated to park maintenance, operations, and programming; they will help the three Hemisfair parks to become self-sustaining. Hemisfair will play a major role in San Antonio’s future as a globally competitive city. Our quantitative outcomes include: 1) create a resilient and mixed-use public space in the heart of the city center that serves as a favorite gathering place for all ages, abilities and socioeconomic levels; 2) provide a dense, walkable, and socially-connected neighborhood in a high employment opportunity zone for low-to-moderate income residents; 3) create a diverse mix of residential housing including multifamily affordable housing; 4) the three parks comprising the Hemisfair district will become self-sustaining as a result of our public-private partnership strategy; 5) generate economic growth by providing space for small businesses and new jobs that positively impact the San Antonio economy; and 6) serve as a national model for a growing city’s proactive approach to housing affordability. Hemisfair’s revitalization is making the park a center of community activity, a home for start-ups, thriving businesses, affordable housing and annual programs and events. Progress will be measured both in terms of financial milestones and the overall impact on the San Antonio community. Based on current projections, Hemisfair will generate private investment seven times the total amount of public investment: $80 million in public investment will generate $540 million in private investment. Once Hemisfair’s redevelopment is complete, total employment is projected at 2,000 jobs in the district. When the ripple effect is taken into account, San Antonio should see 3,700 new indirect and induced jobs. The result is an estimated annual impact of $400 million to the San Antonio economy and $13 million in annual tax revenues from property, hotel occupancy and sales taxes. Hemisfair is part of the new San Antonio: a diverse, progressive, healthy, and globally competitive city with an ambitious vision for the future. The completed parks district will play a major role in affirming this future by enhancing the quality of life of our park visitors by offering them a place to relate to nature; to participate in recreational and health-conscious activities; and to connect socially and culturally. By building upon a special past, we are building a community asset that all will enjoy today and pass on as a cherished treasure for future generations.
