Mission Statement

The Norfolk Society for the Prevention of Cruelty to Animals (Norfolk SPCA) has a mission to reduce the need in our community for the sheltering of companion animals and to provide the highest quality of care and adoptions when sheltering animals is necessary.

About This Cause

The Norfolk SPCA has been a lifeline for homeless and at-risk animals for over a century (founded in 1892!), providing lifesaving care, shelter, and second chances. Each year, we rescue, rehabilitate, and rehome hundreds of pets, ensuring every animal receives essential medical treatment, love, and the promise of a brighter future. Through community outreach, affordable veterinary services, and a commitment to humane education, our impact extends far beyond our shelter walls—changing lives, one paw at a time. Adoptions • The Norfolk SPCA saves the lives of nearly 1,300 homeless companion animals annually • We intake and rehome dogs, cats, rabbits, small mammals, and birds • We are a receiving partner for more than 40 shelters and rescues, providing specialized veterinary care for pets in need who would not receive it otherwise Veterinary Services • The Norfolk SPCA provides low-cost vaccines to 15,000 owned pets annually through our vaccine clinic Community Support • The Norfolk SPCA operates an Emergency Pet Pantry to provide families in need with free pet food Volunteer Engagement • Through our volunteer foster caregiving program, hundreds of animals are temporarily placed in foster homes every year while they wait to be adoption ready Special Events • The Norfolk SPCA hosts special community events throughout the year, including the Salty Dog Beach walk and the Witches & Whiskers Luncheon and Auction
