About This Cause
Background of the ETV Endowment of South Carolina • The ETV Endowment of South Carolina is a public charity, having received its tax-exempt status in November 1977. The organization exists to support the programming schedules of the South Carolina Educational Television and Radio Network in South Carolina and across the nation. ETV, one of the nation’s first instructional television networks, was founded and funded by the state legislature in 1958. Soon ETV expanded to provide service to our state institutions of higher learning, the technical education system, hospitals, law enforcement agencies and other state agencies through formal courses, training, teleconferencing and now a powerful internet presence. The network is also known for its expertise in repackaging programs and written material as educational telecourses. The delivery “highway” for education includes fiber, cable, fixed tower transmission, the Educational Broadband Service (EBS) channels and the internet. ETV has grown to become one of the foremost instructional state networks in the country, a role model for other states and countries, as well as an international producer and presenter for public television and radio stations. • South Carolina ETV is a state network, holds joint licenses (TV and radio) and covers the entire state of South Carolina. ETV is one of 20 state networks and one of 84 joint licensees. ETV currently has 122 full-time employees, 28 temporary employees and operates on a budget of $18.6 million, of which $9.7 million is provided through the state for ETV services. • The network operates 11 broadcast television transmitters. Television programming is broadcast over three channels: ETV HD, SCC (South Carolina Channel) and ETV World. There are production studios in Columbia, Rock Hill, Spartanburg and Sumter. ETV transmitted the first digital television signal in South Carolina. Digital conversion was completed with a $41 million investment by the state. • The network operates eight radio transmitters and offers two streams of programming: classical and news formats. The radio production studios are located at ETV headquarters in Columbia. • The ETV Endowment is located in Spartanburg and has a staff of nine full-time and two part-time employees. More than 41,000 donors contribute $4.4 million annually to purchase and produce programming on behalf of ETV and ETV Radio. The Endowment’s total budget for FY 2015 (year end June 30th) is $6.6 million. • ETV has become a major producer to the nation, working regularly with Pulitzer Prize-winning journalist Hedrick Smith, Emmy Award-winning journalists Hal and Marilyn Weiner and Martin Doblmeier and with the late Marian McPartland whose Piano Jazz program is the longest running cultural series on NPR. The Spoleto Chamber Music Series is also broadcast nationally and internationally through Public Radio International. In 2012, ETV Radio and the Endowment launched Song Travels with Michael Feinstein, a series that is broadcast nationally by NPR. • The South Carolina General Assembly funds the technology, infrastructure and instructional production of ETV, but the Endowment has made the critical difference in allowing ETV and ETV Radio to purchase and produce their exceptional programming schedules, allowing SCETV to serve the state and nation as both presenter and producer. • Since its inception, the ETV Endowment has managed nearly $125 million in restricted project grants. National foundation and corporation grantors to the ETV Endowment for national program production include the National Endowments for the Humanities and the Arts, NPR, the National Science Foundation, the U. S. Department of Transportation, the Corporation for Public Broadcasting, the PBS Program Fund, The Carnegie Corporation, The Lilly Endowment, The Charles Stewart Mott Foundation, The John D. & Catherine T. MacArthur Foundation, the Pew Charitable Trusts, the Ford Foundation, the John S. and James L. Knight Foundation, the Arthur Vining Davis Foundations, Fetzer Institute, The John Templeton Foundation, Kellogg and Microsoft. These grants, combined with membership monies and state funds, have established a strong public-private sector partnership that enables ETV and ETV Radio to produce and present programs for national and international broadcast. • Other sources of ETV Endowment funding are contributions from the viewing and listening public and gifts and grants from corporations and foundations with a South Carolina base. These funds are used primarily for the purchase and production of public broadcasting programs of the ETV Network. Other ETV and ETV Radio expenses paid by the ETV Endowment include public relations and advertising, program development, facility expenses, contractual services, special events and training, legal fees, interns, festival talent and the monthly program guide Scene. The ETV Endowment also funds some of the capital needs of ETV and ETV Radio that are not covered by state funds. • In addition to the grantors noted above, some of the regional foundations and corporations that have supported ETV and ETV Radio through the ETV Endowment include The Abney Foundation, Alice Manufacturing Company, AT&T, Bank of America, BB&T, The Beach Company, BlueCross BlueShield of South Carolina, Callie & John Rainey Foundation, Carolina First, The Central Carolina Community Foundation, Daniel-Mickel Foundation, Denny’s, Duke Energy, Falk-Griffin Foundation, First Citizens Bank, The Graham Foundation, The Hollingsworth Funds, The Humanities Council SC, International Paper, J.M. Smith Corporation, John I. Smith Charities, The Lipscomb Family Foundation, Mary Black Foundation, McCall Farms, McLeod Farms, Michelin, NBSC, Piedmont Natural Gas Company, Post and Courier Foundation, Progress Energy, Santee Cooper, SCB&T, The Sisters of Charity Foundation, Sonoco Products Co., South Carolina Electric and Gas Co., Springs Industries, The Self Family Foundation, The Stringer Foundation and Wells Fargo. Currently, 218 companies match employee giving to the ETV Endowment. • The ETV Endowment operates a planned giving program and recognizes through the Legacy Society those donors who choose to support the work of ETV and ETV Radio through planned giving instruments. Currently, the donor reported value of gifts to be realized by the Endowment total $4.7 million. • The ETV Endowment of South Carolina is governed by an independent and self-perpetuating board of distinguished leaders. Since its founding, the Endowment has only received unqualified opinions on its annual independent financial statement audits. For the years required, the Endowment has also received unqualified opinions on its stringent A-133 audits of federal grant expenditures. The Executive Director, Financial Officer and Accounting Manager of the ETV Endowment are Certified Public Accountants. The Endowment's donor contributions in FY 2014 numbered more than 63,000 and totaled $4.4 million. • ETV Endowment staff provides technical expertise in the areas of grant preparation--including the writing and editing of narratives, the development of budgets and financial reporting--for both ETV projects and those mounted by independent producers. They also assist as needed in the development of new television and radio programs, including research, preparation or refinement of proposed treatments, and acquisition of rights. Endowment staff members also encourage collaborative efforts that will benefit ETV and ETV Radio and develop partnerships with other non-profits and the public sector. • South Carolina ETV's Telecommunications Center (TCC), opened in 1997, is also a joint partnership of state and eleemosynary resources. The ETV Endowment raised nearly $4.7 million in foundation and private restricted funds to purchase the property and to assist with renovation, equipment and furnishing purchases for the TCC. In January 1998, the Trustees of the ETV Endowment sold the property and building to ETV for $5, terminating a $1 annual lease arrangement that began in 1990. • In 2011, the ETV Endowment concluded a $1.5 million campaign called Reimagining Public Radio in South Carolina. The campaign provided funding to build and equip a 5,100 square foot radio facility in the interior of the Telecommunications Center. Additionally, the Reimagining campaign enabled the replacement of the Conway and Charleston transmitters.
