The mission of Upper East Tennessee Human Development Agency, Inc. is to provide education, direction and support to individuals, families and organizations in order to strengthen and stabilize the community through collaborative efforts of agency programs and cooperative partnerships.
About This Cause
The Upper East Tennessee Human Development Agency, Inc. was founded through the Economic Opportunities Act of 1964. In 1965, two community action agencies were created to serve the eight-county region of Northeast Tennessee. To enhance the administration of programs in the area, the two agencies merged in October 1973, forming the Upper East Tennessee Human Development Agency, Inc. Our core philosophy of helping people and changing lives has remained steadfast, and we are dedicated to alleviating poverty and empowering our neighbors to achieve self-sufficiency. UETHDA provides comprehensive services to low-income individuals, emphasizing Emergency, Stabilization, and Self-Sufficiency support. In the 2022–2023 fiscal year alone, we served 14,736 families. With over 60 years of experience as a trusted Community Action Agency, we manage both federal and state grants to combat poverty and empower our neighbors to achieve self-sufficiency. We recognize the vital role of community-driven strategies and innovative solutions in fostering capacity building and transforming communities. Through a focus on economic support, education, health and well-being, and social capital, we strive to create lasting, positive change. Meeting Basic Needs We address fundamental needs by providing food, shelter, clothing, utilities, and other emergency support. The dedicated staff at our Neighborhood Service Centers and Family Engagement Specialists work tirelessly to alleviate hardships for those we serve. From immediate assistance to long-term strategies for self-sufficiency, our team delivers tailored services to help individuals and families thrive. Empowering Individuals and Families We make a meaningful difference by helping individuals build assets through financial literacy, education, and school readiness programs for children. By focusing on strengths, we enable families to achieve energy efficiency, improve their circumstances, and secure lasting success. Strengthening Communities In collaboration with partners and programs, we create pathways to long-term economic stability, offering hope and opportunity for brighter futures. UETHDA Neighborhood Service Centers UETHDA operates nine Neighborhood Service Centers across its eight-county region, providing compassionate support and a hand-up to neighbors in need. These centers fight poverty by offering an array of services designed to address immediate and long-term challenges. Our Programs and Services Include: Head Start: A federal program promoting school readiness for children ages three to five from low-income families. By enhancing cognitive, social, and emotional development, Head Start lays the foundation for lifelong success. LIHEAP: The Low-Income Home Energy Assistance Program helps households manage energy costs by providing financial assistance to address rising utility expenses. Self-Sufficiency Program: This initiative helps families and individuals develop and implement personal goals to achieve self-sufficiency. Comprehensive assessments identify barriers, and incremental milestones guide participants toward empowerment and sustainable improvements. Weatherization Assistance Program (WAP): WAP reduces energy costs for low-income households by implementing measures that improve home energy efficiency. Whether homeowners or renters, neighbors benefit from reduced heat loss, enhanced comfort, and long-term savings. First Steps to Bright Futures: This transformative program addresses families’ economic and social-emotional needs. Parents gain access to resources that enable life-changing improvements, breaking the cycle of generational poverty and creating lasting benefits for future generations.
