Chapman Partnership is the leading provider of emergency housing in Miami-Dade County offering comprehensive programs and services in collaboration with others that empower those served with dignity and respect to overcome homelessness, and achieve and maintain long-term self-sufficiency and independence. Taking an investment approach to housing stability, Chapman Partnership addresses the complex factors – poverty, education, employment and housing – that affect the health and quality of life of men, women and children who are experiencing homelessness.

About This Cause

Celebrating 29 years of empowering individuals experiencing homelessness, Chapman Partnership is the primary provider of emergency housing in Miami-Dade County, operating nearly 60% of this community’s Homeless Trust-funded emergency shelter beds. Chapman Partnership and the Miami-Dade County Homeless Trust were co-created in 1993 as our nation’s first public-private sector partnership dedicated to addressing housing instability. This partnership is credited with reducing street-level homelessness in Miami-Dade County from 10,000 individuals in the early 1990s to 980 as of the August 2023 Homeless Census. The Homeless Trust is the overseer of Miami-Dade County’s Homeless Continuum of Care, with Chapman Partnership commissioned to operate two Homeless Assistance Centers located in Downtown Miami (opened in 1995) and Homestead (opened in 1998). The Centers nightly serve 800 individuals, of which 44% are families with children, 43% single men, and 13% single women. Throughout Chapman Partnership’s programmatic footprint, over 5,000 individuals are annually served, including 3,000 in shelter, 400 households (1,000 participants) of the Follow-Up Case Management Program (provides monthly contacts and support for up to 12 months post shelter outplacement to ensure housing stability), and 250 Community Case Management households with children (over 1,000 individuals) living in hotels/motels awaiting a family designated emergency shelter placement. Chapman Partnership’s mission is to provide comprehensive programs and services, in collaboration with others, that empowers those we serve with dignity and respect to overcome homelessness and achieve and maintain long-term self-sufficiency and independence. Our collective vision to end homelessness is built on five pillars: 1) Leadership at every level of the organization; 2) Innovation in all of our thinking and programming; 3) Dedication to being a national model for communities experiencing homelessness nationwide; 4) Core values engrained throughout the organization that has been the impetus to Chapman’s creating a culture of cohesion and success; and 5) Addressing racial inequities across our operational and programmatic footprint. Since our founding in 1993, Chapman Partnership has impacted over 135,000 admissions, fostering successful outplacements for 64% of the individuals completing the program. Pioneering community-wide efforts, Chapman uses a multidisciplinary case management model that links case management to education, employment and housing assistance. This model reported a 75% successful outplacement rate in fiscal year 2023 (defined as placement in subsidized and nonsubsidized permanent housing, or reunification with family, permanent tenure). As leaders in the landscape of homelessness, Chapman Partnership continues to evolve programs and services to address new and emerging issues impacting our clients. At the forefront is the goal of providing a return on investment (ROI) that produces not only quantitative economic impacts, but externality benefits that accrue to society in general by empowering persons who are experiencing housing instability. With $0.86 of every dollar invested going toward programs, Chapman’s comprehensive wrap-around services model produces an annual ROI of $350M – moving the dial of empowerment and equality that is destined to solve homelessness, one household, one family, one community at a time. Operationally and programmatically Chapman Partnership promotes sound fiscal management, transparency and accountability, as demonstrated through receiving its twelfth consecutive Charity Navigator 4-star rating (2023), the highest ranking bestowed to a nonprofit for exceeding industry standards and outperforming other charities in America. Less than 2% of charities evaluated by the rating service receive twelve consecutive 4-star designations. This exceptional achievement differentiates Chapman Partnership from its peers and demonstrates to the public that it is worthy of their trust.
