MISSION STATEMENT: We serve alongside our neighbors, strategic partners, and funders to ensure that Southeast Raleigh residents have access to equitable opportunities to grow, thrive, and prosper. VISION STATEMENT: We envision a Southeast Raleigh where our history and culture are acknowledged and celebrated, structural barriers are removed, and all residents have access to pathways to achieve full success and prosperity.
About This Cause
Formed in 2015, Southeast Raleigh Promise works collaboratively to create the change that the community wants to see, leads the implementation of innovative strategies, and leverages resources for key investment in the areas of Mixed-income Housing, Education, Economic Mobility, and Health & Wellness. Our work is grounded in community engagement and approached through a racial equity lens. Southeast Raleigh Promise focuses its work along the Rock Quarry Road Corridor in Wake County. This area is home to the newly built Chavis Heights Community Center, a city-owned facility that once was the only place that Black people could recreate, swim, and socially convene during the era of segregation. This area is also home to a Federally Qualified Health Center, Advance Health, a host of Black-owned businesses and commercial retail centers, and the Beacon Site that opened in 2019. Southeast Raleigh Promise serves residents in a six-census tract area that has the highest levels of concentrated poverty in Southeast Raleigh. The six census tracts include 507, 508, 509, 520.02, 521.01, and 521.02 and are referred to as the Promise Zone. Over 29,000 residents live in the zone, of which 71% are Black Americans. The zone is rich with history and culture and is home to over 14 named historically Black neighborhoods. THE NEED Aggressive gentrification combined with historic underinvestment in the Southeast Raleigh Promise impact area has widened the wealth gap and led to predatory housing practices, significant health and wealth disparities, and a sense of distrust among long-time residents. There is no part of the city with more potential to grow and add vitality to our region than Southeast Raleigh. Land prices remain significantly lower than in other areas, increasing the interest of investors who have the resources to move quickly. At the same time, home prices and property taxes are rising and growing out of reach of existing and new homeowners. As market forces escalate, creating a shortage of affordable housing, Black residents are being pushed out of the city and into distant communities with substandard public transportation, limited employment, and education opportunities. In addition, the persistence of COVID19 has exacerbated existing disparities, causing families and individuals to fall further behind and students to lag in academic performance. PURPOSE BUILT COMMUNITIES Southeast Raleigh Promise is Raleigh/Wake County’s first Purpose Built Community and the 16th network member in the country. With 28 network members, the Purpose Built Communities model believes that fostering well-resourced and connected neighborhoods is the key to ending the cycle of poverty and creating ladders of equitable opportunities for individuals, families, and children to fully thrive. The Purpose Built Model is a placed-based, neighborhood revitalization initiative and is stewarded by a community quarterback organization. The core pillars focus on improving outcomes in the areas of housing, education, economic mobility, and health and wellness. The first place-based initiative can be found at the Beacon Site, located along Rock Quarry Road in Southeast Raleigh. The YMCA of the Triangle purchased 32 acres of land, along Rock Quarry Road to build a full-facility YMCA in Southeast Raleigh. SERP worked with the Y and several partners to complete the development of the Beacon Site, which opened in 2019. It is home to Southeast Raleigh YMCA; Southeast Raleigh Elementary School serving over 350 students; Beacon Ridge, 120 affordable apartment homes, where over 275 residents live, 148 children 0-18; and the future Beacon Point, commercial-retail space scheduled to open in 2023. Each element of the Beacon Site responds to the needs of the community and provides programs, services, and opportunities essential to the success of families and the community at large. In 2022 and beyond, Southeast Raleigh Promise endeavors to create and preserve quality and affordable rental and homeownership opportunities for residents in Southeast Raleigh; strengthen the education and workforce development pipeline; promote health and wellness and financial education and empowerment; and engage deeply with the community. With support from residents, key partners, and funders, the following outcomes will be advanced: *Develop affordable rental homes on city-owned lots located in Southeast Raleigh. *Leverage resources and partnerships to preserve wealth and mitigate the displacement of long-term homeowners. *Support resident engagement and housing stability for Beacon Ridge residents. *Support STEAM Enrichment and Club ROAR after-school programs offered to Southeast Raleigh Elementary students. *Engage community partners to strengthen the education pipeline and expand opportunities for K-12 students. *Facilitate the successful lease-up of Beacon Point. *Facilitate the engagement of historically underutilized businesses in the construction projects planned for the Rock Quarry Road area. *Connect residents to employment and workforce training opportunities. *Engage and connect residents to resources focused on improved health outcomes, economic mobility, financial education, and digital literacy. *Promote racial and cultural awareness and social and emotional well-being.
