Mission Statement The mission of the Hampton Roads Police Athletic League is to provide a high quality and safe environment for at risk youth in grades K-12 through educational, athletic and social programs, while creating a positive relationship between police officers and youth.

About This Cause

Program Description The Hampton Roads Police Athletic League (HRPAL) is a chapter of the National Police Athletic League (NPAL). NPAL was started in 1910 by the New York Police Department to provide alternative programming for at-risk youth ages five to 18 and has since served 2,000,000+ youth across 50 states. NPAL currently has six regional chapters and 350 member chapters within 700 cities throughout the country. For 112 years, NPAL has been and continues to be the only national program with a mission to connect kids, cops, and the community. HRPAL uses NPAL’s historically successful structure focused on preventing youth crime by using educational, athletic, and recreational activities to create trust and understanding between police and youth in Hampton Roads. HRPAL has established partnerships within Hampton Roads Police Divisions, Hampton Roads School Districts, Youth and Young adults community services, mental health facilities, and local churches. Each partner will play a vital role in recruitment and programming for years to come. HRPAL has three primary goals, all of which are focused on preventing violence and instilling positive behaviors in youth that benefit our community and the citizens of Hampton. The three goals of HRPAL are to serve as a safe haven for at-risk youth while broadening their horizon through enriching activities; to develop collaborative relationship and favorable attitudes among youth and law enforcement; and, to promote high academic achievement, as evidence by consistent honor roll placement and successful youth matriculating to college. As the very core of our mission is a commitment to creating positive relationships between police officers and youth that takes a preventative approach to prevent and reduce violence behaviors. When youth trust law enforcement, they are less likely to engage in violence or risky behaviors. They are also more likely to respect police as they age and instill similar behaviors in their circle of influence, greatly benefiting the citizens of Hampton for years to come. The After School Program is HRPAL’s core program and will provide youth a safe environment to participate in educational and recreational activities. Youth will receive daily tutors, snack and a full course meal, while being encouraged to broaden their horizons by participating in our special focus programs. Future programs will include a summer outdoor living, Youth leadership Council, and Gaming. Current programs include Boxing, Tennis, Golf, and Podcasting. All of these programs are supported by paid and volunteer Police Officers, the Sheriffs department, and provide youth the opportunity to build a strong relationship with the law enforcement. HRPAL respectfully requests $18,000 from the Rivers Casino Cares to fund a portion of organization for After School and Summer programming. The mission of HRPAL is to provide high quality programs and a safe environment for at-risk youth in grades K-12 through educational, athletic, and social programs, while creating a positive relationship between police officers and youth. If awarded, these funds will allow us to establish an After School Program, in addition to multiple special focus programs to reach youth of all ages and interest. All of these programs will leverage police officers with the intention of building a strong, foundational relationship between youth and police. Thank you
