Mission Statement

Napa Valley COAD’S mission is to develop and enhance partnerships for communication, coordination and collaboration amongst the whole community including nonprofits and faith-based organizations, government agencies and the private sector during all phases of disaster (response, recovery, mitigation, and preparedness). COAD envisions a community where all members are equitably prepared for disaster so all have an equal opportunity to survive and recover.

About This Cause

Fostering a more resilient Napa County by supporting communities to prepare for and recover from disasters. Napa County is prone to disaster having experienced major wildfires in 2017 and two back to back fires in 2020, as well as an earthquake in 2014, and periodic flooding. More than three quarters of Napa County is in a higher fire threat area. Given the potential for ongoing disasters in Napa County, it is essential to have a well organized body that is resourced and ready to help the community effectively prepare for and recover from disasters. Government cannot do it alone. Napa Valley COAD is an independent organizing body that leads the coordination of the nongovernmental response before, during, and after disasters. COAD is an inclusive coalition, which strategically networks its autonomous member organizations to maximize the County’s capacity for disaster mitigation, preparedness and response. This encompasses coordinating the efforts of nonprofits, faith-based organizations, and private entities as well as actively partnering with government entities, particularly the County. Nonprofits and faith-based organizations are critical in delivering essential services during a disaster; Ensuring their coordination and collaboration is the work of COAD. PREPAREDNESS: COAD maintains a comprehensive community preparedness program to promote community resilience and a culture of preparedness in the face of potential disasters. Preparedness workshops are offered throughout the county, and COAD attends community events and resource fairs to share preparedness information more broadly. COAD's Meet Your Neighbor initiative focuses on promoting community connections and self-reliance. Over 30 preparedness and community resilience workshops were offered in 2023, with COAD attending another 30+ community outreach events. RESPONSE: During, and in the immediate aftermath of a disaster, COAD maintains a liaison in the County Emergency Operation Center (EOC), who receives timely, vetted information to help plan a coordinated response that complements government response efforts. COAD's coalition of agencies come together to collaborate and develop shared solutions to meet community needs in such areas as emergency financial assistance, food access, supporting individuals with access and functional needs and older adults, equitable access to services and resources and language inclusion, childcare and childcare resources, mental health and trauma informed care, and volunteers. COAD focuses on minimizing the duplication of efforts to help maximize the resources available. RECOVERY: Once the immediate response is over, COAD transitions its efforts to long term recovery to assist those individuals who do not have the resources to recover on their own. COAD brings essential partners to the table in the form of a Long Term Recovery Group. COAD leads the recovery groups and work to identify and obtain the resources needed to support recovery. MITIGATION: COAD conducts after-action analyses to identify gaps, risks, and lessons learned to inform future responses.
