Mission Statement

The mission of LCDR is to provide citizens of Lincoln County a positive alternative to legal proceedings, to provide community education in effective conflict management, and to facilitate group decision making, with emphasis on consensus-building.

About This Cause

LCDR provides services to all residents and organizations in Lincoln County, with emphasis on neighbors, families, youth involved in the juvenile justice system, schools, residential communities, manufactured homes communities, non-profit organizations, public agencies, and civic organizations. Since 1997, LCDR has provided community mediation services to residents and organizations in Lincoln County, giving people the opportunity to peacefully resolve disputes without involving the courts or government agencies. It provides a variety of communication and conflict management training programs to youth and adults. In collaboration with Partnership Against Alcohol and Drug Abuse (PAADA) and Confederated Tribes of Siletz Indians' community coalition, Community Efforts Demonstrating the Ability to Rebuild & Restore (CEDARR), it is providing restorative justice programing for youth referred by the Juvenile Department and in Lincoln County School District schools. All mediation, facilitation, restorative justice and training services are provided through qualified volunteers. We have two paid staff members, a full time Executive Director and a part-time Restorative Justice Coordinator. Operate on a non-profit allocation from Lincoln County, a State grant for Dispute Resolution Centers and small donations. Our programs include: Teen Justice Panels: In this restorative program, LCDR partners with the Lincoln County Juvenile Department to conduct a “Teen Justice Panel” which provides and facilitates a collaborative problem-solving process assisting juvenile offenders in taking meaningful accountability for their law violations. Siletz Peacemaking Circles: Peacemaking Circles are unique to Siletz. They are modeled after Teen Justice Panels but are culturally appropriate for Native Americans. LCDR has partnered with PAADA, the Confederated Tribes of Siletz Indians, Lincoln County Juvenile Department, CEDARR, and Siletz Valley Schools to develop these accountability Circles. Restorative Practices in Schools: LCDR partners with PAADA, Siletz Valley Schools, CEDARR and Eddyville Charter School to work with students and staff to implement restorative practices in the form of classroom circles, community building, peer mediation, accountability circles and mentoring. Youth Leadership Academy: LCDR, in collaboration with PAADA, Lincoln County Health Department, and the Lincoln County School District has provided “Youth Leadership Academies” that bring together youth from Lincoln County High Schools and Angell Job Corps, to learn leadership skills. Community Mediations: LCDR provides mediation services for all Lincoln County residents in conflict. These can include neighbor/neighbor, landlord/tenant, merchant/consumer, employer/employee, family conflict, etc. Court-connected mediation: All small claim and eviction cases filed in Lincoln County Courts are required to participate in mediation. LCDR provides the volunteer mediators. Agreements are reached so that there is no need for a court hearing. Community Education: LCDR provides its community education in a variety of communication and conflict resolution topics. Second Home Mediation: LCDR provides specially trained mediators to work out an agreement between homeless youth and host families. Oregon Housing and Community Services Department mediations for the Manufactured Communities (manufactured home parks): new to LCDR this year this program seeks to encourage owners, managers and tenants to settle disputes among themselves without recourse.
