Mission Statement
Work Training Center is a not-for-profit corporation with eight business divisions designed to meet the manufacturing and service needs of our communities. Support of the Work Training Center helps to create jobs by opening the doors of opportunity to adults with disabilities. Sixty-five percent of working-age Americans with disabilities are unemployed, and most not by choice. The WTC’s training programs provide the opportunity for developmentally challenged individuals to learn skills and earn wages in an environment that provides for an equality of opportunity and self-determination based on one’s strengths, interests, priorities and abilities.
About This Cause
The Work Training Center for the Handicapped, Inc., more commonly referred to as just the Work Training Center or WTC, has as its core mission to train and empower people with disabilities to enhance the quality of their lives through increased independence in work and leisure. To achieve this mission, the WTC operates five adult day programs, eight work programs, and a community-based recreational therapy program that support and assist individuals along the full spectrum of developmental and intellectual disabilities. WTC provides these services through funding from the State of California, from the proceeds of the sales of our own products and services in our work programs, grants, fundraisers, and donations. Our Adult Day Programs serve adults with a wide range of abilities where they receive community integrated training in social, vocational, and daily living skills. The goal is to increase and maintain independence, encourage decision-making, and provide interaction between participants and persons without disabilities in the local community. A high staff ratio assists in individual achievement. Services are provided to persons who need constant supervision, may require assistance with personal care or feeding, and there is a nurse, part-time, to assist with “G-tube” feeding or other medical needs. Individuals should also be are able to participate in community activities at least four hours weekly, and can function in a group setting of no less than 1:3 staff to consumer ratio. Exceptions are made on a case-by-case basis as determined by the individual’s interdisciplinary team. The Social Skills Training Program (SSTP) is designed to provide programmatic training for adults who have behavioral concerns that prevent them from placement in conventional Adult Day Programs and vocational services. The training techniques utilized in the SSTP are based on providing positive and successful activities for each person. Made In Paradise provides a creative outlet and small business experience for individuals to develop their artistic skills, independent living, communication and public social skills. Additionally, Made in Paradise operates a gift shop to display and sell products created in the program’s classes, as well as from other WTC programs. Our community-based social recreation program Do-It Leisure promotes wellness through leisure and encourages quality of life for persons with disabilities through utilization of personal and community resources. Do-It Leisure also furthers the education of the public on the inclusion of persons with disabilities in our community. The continuum of services strives to allow everyone to participate. Individualized Programs provide independent living skills, and individual and group social recreation. Services are tailored to meet individual needs and vary in the ratio depending on the program. Community Programs offer integrated opportunities for group activities such as camping, cultural events, monthly out-of-town excursions, dances, workshops, weekly activities, and fundraising. Our Eight Work Programs represent an intermediary step between vocational training and the individual placement program. The Work Programs include a great number of small supported groups as well as larger work teams based in production centers. Unlike individual placement, the Job Coach provides ongoing support and training. Our Work Programs operate like most other businesses in that they are measured by the quality of the product, professional customer service, and profitability. Testimonials and repeat customers attest to the success of these programs. The work programs include: Feather River Opportunity Center: The workforce at this 12,000 sq-ft building is capable of a wide range of tasks. Examples of these complex tasks include the assembly of small products consisting of gears and motors used, inserting set screws into lock rings, and the re-manufacture of large wire brushes used in by street sweeping equipment. This facility also accepts confidential shredding and sorting paper for the pre-recycling stage. Additional services include all phases of mailing services and document processing, bulk mailing, shredding, light industrial assembly, electronic assembly, and small package or pallet shrink-wrapping. Fair Street Recycling: employs 38 individuals, 24 of whom are workforce-supported clients and processes 290 tons of aluminum, 820 tons of glass, 190 tons of plastic and 360 tons of paper annually. They are unique to all other county-wide recycling programs in one service they offer “drive-through”. Prestige Landscape Services and Nursery: The Prestige staff maintains the grounds of many large and mid-sized Butte County businesses. Maintenance services are tailored to the landscape needs and preferences of each client while continuing to provide quality plant care and good value. Most teams are made up of 3 to 5 individuals, allowing them to handle large jobs, even seasonal yard cleanup, efficiently and quickly. Other services include Lawn and garden maintenance, seasonal pruning, annual color planting and laying sod and landscape design. We also have a full nursery of plants and vegetables. Pioneer Commercial Janitorial Services: Pioneer Janitorial Services has made advances in adopting cleaning technologies that are not only eco-conscious but systematically eliminate exposure to harsh chemicals and reduce worker fatigue and injury. An added benefit has seen water usage being cut by 50%. This revolutionary cleaning method sanitizes without harm to staff or customers, and with no lingering harsh odors. A preschool or daycare may be thoroughly disinfected without the students having to leave the premises. Pioneer is now expanding its services by offering deep carpet dirt extraction and event clean up. Deer Creek Sewing: Soft goods product design and fabrication is the foundation for the work that comes out of Deer Creek Sewing. With a fleet of 21 sewing machines and a 20-foot cutting table, this contract sewing plant produces not only its own proprietary line of backpacks and luggage, including mobility products but also became the supplier to a Japanese luggage firm. Virtually all fabric and components were sourced in America including an embroidered US flag. Cotton, vinyl, and nylon totes continue to underpin ongoing contract work. All products that pass through the line at Deer Creek Sewing are available with custom branding: Totes, Sports bags, and Travel bags. Bear Mountain Production Services: This division offers a range of contract services using a flexible workforce of our supported employment clients under the supervision of trained production specialists. Together they specialize in customized projects that serve a wide range of business models. These services are scalable to support needs ranging from small businesses to large annual contracts with nationally recognized brands. Customers appreciate having access to a priced-right solution for any project. Feather River Industries: A full-service wood shop serving California wholesale food growers and vineyards that rely on our custom wood presentation boxes for in-store or catalog product presentation. Our master carpenter staff provides guidance in this vocational training program to individuals interested in wood finishing. Raw materials are often sourced from recycled wood that is then re-planed and fashioned into an array of products. Many of our projects start at Feather River Industries and then progress through Bear Mountain Productions or Feather River Opportunity Center for kitting and shrink-wrapping before being shipped back to the customer. In addition to the spectrum of services that enhance consumer skills, the Work Training Center operates a countywide transportation system for those unable to utilize public transportation to get to their jobs or day programs. Our first van, a Ford Econoline, was purchased in October 1963. A sheet of plywood was used to roll wheelchairs up into the van. From that point, we realized how vital transportation was to the success of our client base. Today, WTC vehicles cover almost 2,100 miles each day on their routes in-between Chico, Oroville, and Paradise. Vehicles are equipped with lifts, manned by specially trained drivers, and are available to provide client access to all programs, regardless of physical or behavioral challenges.
