About This Cause

Since 1973 Rubicon Programs (Rubicon) has provided services to low-income individuals in Contra Costa and Alameda Counties. Rubicon’s mission is to transform East Bay communities by equipping people to break the cycle of poverty. We achieve this by providing crucial resources needed to attain economic mobility at seven program sites in Antioch, Concord, Oakland, Hayward, and Richmond.  Rubicon’s holistic approach in working with participants addresses the complex and overlapping issues that influence systemic economic inequality. Rubicon maintains supportive connections with participants for up to three years, prioritizing health and wellness, job attainment and retention support, participant leadership, and economic mobility. Rubicon supports a diverse community of job seekers with significant experience supporting those who are justice-impacted, stagnated by child support arrears, or otherwise disconnected from the labor force.   Rubicon’s comprehensive service delivery model addresses an important gap caused by historic and systemic racism. We address this need by maintaining connections with participants for up to three years, guided by our four pillars of service: Income, Assets, Wellness, and Community Connections. Our program model seeks to address poverty through these four pillars centered on increasing an individual’s income, helping them build financial assets, supporting their health and wellness, and strengthening their community connections.   Rubicon prioritizes very low-income adults, defined as those earning below 30% of the Local Median Income ($19,650 for an individual). Rubicon’s participants face numerous complicated challenges, which often include a history of justice system involvement/impact, a history of trauma, unreliable transportation, inadequate resources for childcare/eldercare, substance use and addiction, mental illness, and a lack of access to training programs that lead to high-wage employment. While our participants experience substantial barriers, Rubicon supports them as they move towards a living wage income by providing coaching and experiential opportunities that prepare participants for intensive employment training and family-sustaining careers.   Rubicon works across Alameda and Contra Costa Counties, adjacent to San Francisco, where the poverty rate can be as high as 47% (Bay Area Census Tracts 2015).   In the 2022-23 program year:   - 54% of participants served were justice impacted.   - 93% of participants were low-income earners, 5% moderate, and 2% middle-income earners.   - 41% of participants identified as Black or African American, 20% Hispanic or Latinx, 14% Caucasian/White, 9% Asian, 5% mixed race, 1% Native American, 1% Native Hawaiian or Pacific Islander, and 9% preferred not to disclose.  While we work with adult participants, our services extend far beyond adults to their families and communities. For example, over 1,200 children benefit from our work with their parents, grandparents, and caregivers each year. For FY22, we determined that 51% of Rubicon participants were parents, 44% of participants had dependent children, and 17% were non-custodial parents.   Services Provided:  Through a network of programs, Rubicon ensures that participants have:   - Individualized Relationships - A case manager helping them navigate life challenges and career counseling.   - Health and Wellness support - Wellness coaches that help them navigate wellness and healthcare.  - Soft skills training - Resume building and/or a cohort-based workshop series to learn soft skills.  Workshops center around wellness, growth mindset, financial coaching, communication, and skills for job readiness.   - Attorneys/legal assessment and remedies, Financial Coaching, Wellness Coaching, Hard Skills Trainings, and leadership training through Rubicon’s Participant Advisory Board.   - Training Stipends, Cash Payments, and Participant Support.    - Linkages to Education and Training Programs resulting in certificates or degrees.   Rubicon offers these services through the following programs to support participants’ achievement in the four pillars mentioned earlier: Income, Assets, Wellness, and Community Connections:   Reentry Services: Help individuals build connections to pro-social communities after or during periods of incarceration so they can develop the social stability necessary for sustained economic improvement.   Community Based Programs: Utilize a wrap-around service delivery model to help low-income individuals with families and/or that are justice impacted identify and overcome barriers to economic mobility, which includes career coaching, professional skill development, wellness support, and financial health education.   Specialized Workforce Development Services: Provide participants with access to career development activities that are built around training and case management services provided by Rubicon in partnership with local Workforce Development Boards and other key stakeholders.
